SRINAGAR: Chief Minister Omar Abdullah today presided over a meeting to review the master plans for the twin cities of Srinagar and Jammu, along with the Unified Building Bye-Laws (UBBL) for Jammu and Kashmir.
The meeting was attended by Advisor to the Chief Minister Nasir Aslam Wani, Chief Secretary Atal Dulloo, Commissioner Secretary Housing & Urban Development Department (H&UDD) Mandeep Kaur, Divisional Commissioners of Kashmir and Jammu, Deputy Commissioners of Srinagar and Jammu, Commissioners of Srinagar and Jammu Municipal Corporations, Vice Chairpersons of Srinagar and Jammu Development Authorities, and other senior officials.
Comprehensive discussions were held on the Srinagar Master Plan-2035, Jammu Master Plan-2032, and the Unified Building Bye-Laws-2021. The Commissioner Secretary H&UDD delivered a detailed presentation outlining the strategic vision, anticipated urban growth, infrastructure needs, and policy measures within the master plans.

The meeting also focused on the Unified Building Bye-Laws, especially provisions related to land use for residential, industrial, public, and semi-public purposes, alongside technical regulations designed to streamline urban development.
Chief Minister Omar Abdullah stressed that the master plans must be pragmatic, feasible, and grounded in reality, rather than serving merely as visionary documents. He emphasized the importance of incorporating input from all stakeholders, ensuring environmental sustainability, and addressing future urban challenges while preserving the cultural and ecological heritage of both cities.
“These master plans will guide the growth of our two major cities for decades to come. It is essential they are not only visionary but also practical to deliver real benefits to our citizens,” the Chief Minister said.
He further instructed all relevant departments to base the plans on thorough ground assessments, public feedback, and enhanced inter-departmental coordination to guarantee effective implementation.
