New Delhi: The Pradhan Mantri Viksit Bharat Rojgar Yojana (PMVBRY), announced by Prime Minister Narendra Modi during his Independence Day address from the Red Fort, has gone live with a dedicated portal from today.
The employment-linked incentive scheme, approved by the Union Cabinet on July 1, aims to boost job creation, enhance employability, and strengthen social security across sectors, with special focus on manufacturing.
Union Labour and Employment Minister Mansukh Mandaviya said the Central Sector Scheme carries an outlay of nearly ₹1 lakh crore and is expected to generate over 3.5 crore jobs between August 1, 2025 and July 31, 2027.
Two-Part Benefit Structure
- Part A (Employees):
First-time employees with gross wages up to ₹1 lakh will receive a one-time incentive equal to one month’s average wage (Basic + DA), capped at ₹15,000, paid in two instalments. - Part B (Employers):
Establishments will get up to ₹3,000 per month per additional employee (first-timers and re-joiners), provided the jobs are sustained for at least six months. The incentive will continue for 2 years, and 4 years for manufacturing units.
To qualify, employers with fewer than 50 workers must hire at least 2 additional employees, while those with 50 or more staff must add 5 or more employees.
Implementation & Compliance
- All establishments, including those exempt under the EPF & MP Act, 1952, are covered.
- Employers must file Electronic Challan-cum-Return (ECR) and generate Universal Account Numbers (UANs) for all employees via the UMANG App.
- Registration can be done on the official portals: pmvbry.epfindia.gov.in or pmvbry.labour.gov.in. First-time users will authenticate through Face Authentication Technology (FAT) on the UMANG App.
Prime Minister’s Announcement
From the Red Fort, PM Modi had said:
“On this Independence Day, we are launching a ₹1 lakh crore scheme for the youth. Under the Pradhan Mantri Viksit Bharat Rojgar Yojana, every young person who secures a job in the private sector will get ₹15,000 as support, while companies creating new jobs will also be incentivised. This scheme will open up employment opportunities for about 3.5 crore youth, empowering them with dignity and social security.”
