J&K Administration to Launch Online System for Recruitment Rules Updation and DPCs

SRINAGAR: The Jammu and Kashmir administration is set to roll out a major governance reform to digitize and streamline the updation of Recruitment Rules (RRs) and the timely conduct of Departmental Promotion Committees (DPCs) across all government departments.

The initiative was discussed in a high-level meeting chaired by Chief Secretary Atal Dulloo, attended by Administrative Secretaries of key departments, including the Commissioner Secretary, ARI & Trainings.

Speaking at the meeting, the Chief Secretary emphasized that addressing human resource issues, such as promotions and recruitment rules, is as critical as other administrative priorities, noting that delays in these areas affect employee morale and overall departmental performance.

Highlighting the role of technology in governance, he called for an IT-based mechanism to ensure transparent, efficient, and time-bound processes. BISAG-N has been tasked with developing a dedicated portal for RR updation and DPCs, enabling smooth, real-time online operations with enhanced monitoring and accountability.

To implement the reform, a committee has been constituted under the Principal Secretary, PWD, with the Commissioner Secretary, GAD, and Commissioner Secretary, ARI & Trainings, as members. The committee will finalize the modalities for early deployment of the system.

The Chief Secretary also directed the ARI & Trainings Department to build officers’ capacity through training programs once the system is operational, aiming to make the platform efficient, transparent, and employee-friendly.

Principal Secretary, PWD, Anil Kumar Singh, noted that the new online system will enhance transparency, efficiency, and provide a time-bound framework for these critical administrative processes. The transition from manual procedures to a comprehensive web-based system will include online RR vetting, unique proposal IDs, department-specific dashboards for submission and tracking, automated alerts for pending actions, and the online uploading of checklists and draft documents.

The portal’s smooth functioning will require appointing and training Nodal Officers in each department and creating a centralized digital repository of all Recruitment Rules. The process will follow a structured timeline, with preliminary reviews within 15 days, followed by examination and final recommendations within set deadlines.

This initiative underscores the government’s commitment to leveraging technology for good governance, aiming to simplify procedures, improve responsiveness, and foster a motivated workforce in J&K.
