CM Omar Abdullah reviews GST collection, revenue trends, and District Capex implementation Stresses on timely tendering and execution of works
SRINAGAR, Chief Minister Omar Abdullah today chaired a high-level meeting to review progress on GST collection, revenue generation, social security coverage, District Capex implementation, and Constituency Development Fund (CDF) works.
The meeting was attended by Advisor to CM Nasir Aslam Wani, Additional Chief Secretary Dheeraj Gupta, Principal Secretary Finance Santosh D. Vaidya, Administrative Secretaries, Deputy Commissioners, and other officials in person and virtually. Vaidya gave a detailed presentation on revenue trends, inclusion schemes, and district-wise progress under Capex and CDF.
The Chief Minister expressed concern over delays in uploading and tendering of works and directed departments to focus on timely revenue realization and execution of social inclusion schemes. He emphasized monthly monitoring of progress instead of pushing corrective measures to the last quarter of the financial year.



“Departments must not wait for February and March to chase revenue targets. Each department will receive six-month revenue breakdowns from the Finance Department and must start working with a clear monthly plan,” he said.
He directed Deputy Commissioners to ensure wider coverage under welfare schemes like PM Jan Dhan Yojana, PMSBY, PMJJBY, Atal Pension Yojana, Integrated Social Security Scheme, and pensions for widows, elderly, and persons with disabilities. DCs were asked to identify reasons for declining enrollment under PMJDY and other schemes, with another review scheduled in three months.
Calling for faster finalization of CDF works, the CM instructed that all works be uploaded on the BEAMS portal and that MLAs be informed about the status of projects prioritized during pre-budget discussions, including those found unviable.
Warning against delays in revenue mobilization, he cautioned that expenditure cuts could become necessary if targets were not met. “The responsibility lies with each department to ensure timely progress,” he said.
The meeting noted that social security schemes have expanded significantly, with PMJDY accounts crossing 23 lakh, PMSBY enrollments reaching 23.8 lakh, and PMJJBY covering 9.83 lakh individuals. Under Building & Other Construction Workers Board schemes, ₹166.90 crore was disbursed to 2.5 lakh beneficiaries in 2024-25, though active worker registration remains low.
Omar Abdullah underlined the need for strict monitoring of revenue and expenditure, 100% uploading of works on BEAMS, and expediting approvals, tendering, and execution of Capex projects. He also called for stronger awareness campaigns to expand social security coverage and faster settlement of claims.
Reaffirming his government’s commitment to fiscal discipline, inclusive growth, and social welfare, the Chief Minister urged departments and DCs to work in close coordination with the Finance Department to meet targets.
