SRINAGAR: Minister for Health and Medical Education, Social Welfare and Education, Sakeena Itoo, chaired a meeting at the Civil Secretariat to review the developmental scenario of Hazratbal constituency.
The meeting was attended by MLA Hazratbal Salman Ali Sagar; Secretary School Education Ram Niwas Sharma; Secretary Health and Medical Education Dr. Syed Abid Rasheed Shah; Director School Education Kashmir; Director Health Services Kashmir; CMO Srinagar; CEO Srinagar, and other senior officers.
During deliberations, the Minister emphasised the need for effective and optimal utilisation of public infrastructure to address the genuine needs of the people. She urged the departments to adopt a result-oriented approach, ensure timely completion of projects, and deliver services efficiently.
“Public infrastructure is created to ease the lives of people, but unless maintained and used properly, it fails to serve its purpose,” she noted. She directed officers to streamline service delivery and ensure that completed or ongoing projects bring tangible benefits to citizens.
Education Sector
While reviewing the educational scenario, the Minister instructed the School Education Department to ensure basic facilities in all schools—from primary to higher secondary levels. She further called for timely renovation of dilapidated school buildings to make them suitable for classroom activities.
Health Sector
Assessing the health infrastructure, the Minister directed officials to ensure optimum use of existing and newly created facilities. She highlighted the importance of Hazratbal as a centre of learning and spirituality, stressing that developmental initiatives must align with its cultural and educational heritage.
She specifically instructed the health department to ensure effective use of the Mini Maternity Hospital Zakura and resolve issues delaying the construction of the additional block at SDH Habbak.
Reviewing other health institutions—including UPHC Tailbal, PHC Burzahama, Fakir Gujri Hospital, UPHC Nishat, PHC Brien, UPHC Harwan, and NTPHC Theed—she directed that essential facilities such as digital X-ray, advanced diagnostic equipment, and modern healthcare services be made available. Departments were also asked to submit proposals for upgradation in a timely manner to secure necessary funding.
Inclusive Growth
Reaffirming the Omar Abdullah-led government’s commitment to inclusive development, the Minister stressed the importance of synergy among departments and stakeholders to make Hazratbal a model of balanced growth.
“Development is not only about creating assets but ensuring that these assets truly serve the community,” she said. She further instructed officers to identify gaps, remove bottlenecks, and create awareness so that people can fully benefit from government investments.
The Minister reiterated the government’s resolve to bridge developmental imbalances and foster inclusive growth across the constituency.
