In a landmark judgment against corruption, the Hon’ble Special Judge, Anti-Corruption Court Pulwama, Dr. Noor Mohammad Mir, convicted Ghulam Hassan Kumar, son of Ghulam Rasool Kumar and resident of Tarigam Devbug, Kulgam, in a bribery case registered under FIR No. 22/2008 PS VOK.
At the time of the incident, the accused was serving as Girdawar and was found guilty under Sections 5(2) read with 5(1)(d) of the J&K Prevention of Corruption Act, Svt. 2006, and Section 161 RPC, for demanding and accepting a bribe of ₹2,000 from a complainant in return for demarcating 18 kanal and 18 marla of land.
Acting on a complaint filed on June 16, 2008, the Vigilance Organisation Kashmir (now Anti-Corruption Bureau) laid a successful trap and caught the accused red-handed while accepting the bribe. A chargesheet was filed on December 4, 2008, leading to a full trial.
On August 18, 2025, the Court delivered its verdict, sentencing the accused as follows:
Under Section 5(2) r/w 5(1)(d) J&K PC Act, Svt. 2006 – simple imprisonment for three years and six months with a fine of ₹20,000; in default, an additional three months’ simple imprisonment.
Under Section 161 RPC – simple imprisonment for one year with a fine of ₹10,000; in default, an additional one month’s simple imprisonment.
