SRINAGAR: Minister for Health and Medical Education, Social Welfare, and Education, Sakeena Itoo, today chaired a meeting to review the framework for the J&K Private University Policy-2025, a landmark initiative aimed at enhancing higher education opportunities across Jammu and Kashmir.
The meeting was attended by Additional Chief Secretary, Higher Education Department, Shantmanu; Special Secretary, Higher Education Department, and other senior officials from the department.
During the deliberations, the Minister emphasized the importance of drafting a policy that is both progressive and pragmatic, balancing the growing demand for quality higher education with strong regulatory safeguards.
Highlighting the objectives of the policy, the Minister stated that it should create a conducive environment for reputed private institutions to establish universities in Jammu and Kashmir while maintaining academic integrity, transparency, and accountability. She noted, “The government aims to upgrade higher education, foster innovation, and provide local students access to world-class learning facilities without compromising on quality.”
She further urged officials to ensure the draft policy is formulated in consultation with all stakeholders, including students, academicians, civil society, and other experts. Departments such as Revenue, Industries and Commerce, and Finance should also be consulted during the drafting process.
The Minister stressed the need for transparent guidelines to be made publicly available, allowing citizens to provide feedback and enabling necessary revisions.
Concluding, she highlighted that the J&K Private University Policy 2025 should serve as a guiding framework for establishing credible private universities in the Union Territory, positioning Jammu and Kashmir as an emerging hub of knowledge, innovation, and skill development both nationally and internationally.
