Chief Secretary Atal Dulloo Reviews Mission YUVA Progress

Calls for stronger focus on quality DPRs, capacity building, and timely credit flow

SRINAGAR: Chief Secretary Atal Dulloo today chaired the Apex Level Committee meeting of Mission YUVA in Jammu, where he comprehensively reviewed the mission’s progress and issued key directions to accelerate its implementation across the Union Territory.

The meeting was attended by Secretary Labour & Employment Kumar Rajeev Ranjan; Principal Secretary Finance Santosh D. Vaidya; Vice Chancellors; senior officers from Industries & Commerce, Cooperatives, H&UDD, RDD; Director IIM Jammu; Deputy Commissioners; representatives from J&K Bank, NABARD, IIT Jammu; and other concerned officials.

Reviewing the performance, Dulloo stressed targeting specific groups such as college students, Self-Help Group members (especially Lakhpati Didis), Vishwakarma artisans, and nano-enterprises for upgradation. He directed departments to prepare Detailed Project Reports (DPRs) meticulously to minimize risks, ensure continuous capacity building, and strengthen the Project Management Unit with skilled manpower.

He urged banks to clear pending cases quickly, assist applicants in DPR preparation, and expedite loan sanctioning and disbursement so that eligible youth can establish ventures without delay.

Expressing satisfaction with progress so far, Dulloo called for synergy among all stakeholders to scale up the mission’s outreach and impact.

Finance Secretary Santosh D. Vaidya underlined that Mission YUVA rests on three pillars—skilling, financial support, and strong market linkages—and stressed leveraging existing institutions to achieve realistic goals. Director IIM Jammu proposed a year-long training calendar with expert resource persons.

Presenting the progress report, Labour & Employment Secretary Kumar Rajeev Ranjan informed that the mission has received 42,334 applications so far, including 36,951 for nano enterprises, 1,557 for new MSMEs, and 210 from existing MSMEs. Additionally, 90,611 registrations have been recorded on the YUVA portal, with 20,304 verified by SBDUs and 15,438 approved by District Implementation Committees.

At the banking level, 15,771 applications worth ₹1,071.43 crore have been submitted, of which 4,190 sanctioned and 2,087 disbursed. The average project cost stands at ₹6.3 lakh, with banks sanctioning ₹264.47 crore, disbursing ₹133.46 crore, and subsidies worth ₹23.18 crore already claimed.

Director Employment Shahzad Alam highlighted the mission’s strong digital engagement, noting over 50,000 downloads of the YUVA mobile app and 9 lakh portal visitors, making it one of the most transparent youth empowerment platforms in the UT.

The Chief Secretary later reviewed the live YUVA Dashboard, assessing district-wise progress on applications, DPRs, credit flow, skilling activities, and Udyam Jagriti sessions across Jammu & Kashmir.
