Push for Rapid e-SAM Rollout, Web Security Audits, and Strengthened Cyber Safety

SRINAGAR: Chief Secretary Atal Dulloo today chaired a high-level meeting to review the implementation of the Cyber Security Action Plan across Jammu & Kashmir. The meeting was attended by Administrative Secretaries of all departments, Inspector General (Crime), Commissioners of Jammu and Srinagar Municipal Corporations, CEO JaKeGA, SIO NIC, and other senior officers.

At the outset, the Chief Secretary reviewed ongoing initiatives to bolster the UT’s cyber security framework. He expressed satisfaction over the progress in departmental website security audits, deployment of Endpoint Detection and Response (EDR) and Unified Endpoint Management (UEM) solutions at the Civil Secretariat, and other measures aimed at protecting government systems from cyber threats.

The Chief Secretary also assessed efforts to strengthen the State Data Centre (SDC), operationalize a Mini Security Operations Centre (SOC), and enhance officer capacity to promote cyber hygiene across departments. Emphasizing comprehensive IT asset protection, he directed the early rollout of the e-SAM portal, which will provide a complete inventory of IT assets and strengthen their monitoring and security.

During the meeting, IT Secretary Dr. Piyush Singla reported that of 250 departmental websites, 175 have completed security audits and are live, with the remaining under vulnerability testing. He added that 1–2 websites are being cleared daily, with full completion expected within a month.

Of the 53 portals hosted by JaKeGA, 50 have been secured and made live, with 3 pending. Additionally, 19 redundant websites have been decommissioned after consultations with respective departments. EDR and UEM solutions have been successfully deployed across Civil Secretariat complexes in Jammu and Srinagar, covering around 5,100 devices, with rollout now extending to Heads of Department offices.

The meeting also reviewed the IT asset census completed by 23 departments, with the J&K e-SAM portal currently in testing. Once operational, it will offer a unified, end-to-end IT asset inventory to strengthen cyber resilience. Other discussions included Cyber Crisis Management Plans (CCMPs), adoption of official government email IDs (now at 1.61 lakh users), secure storage via Gov Drive, and restrictions on USB/pen drive usage.

Further deliberations covered migration of select applications to the national Meghraj cloud, integration of SICOP and JPDCL data into the SDC, operationalization of the Single Window System (expected by month-end), phased migration from IPv4 to IPv6, and upgrading the Mini SOC in Jammu into a full-fledged SOC.

The Chief Secretary stressed a proactive approach to cyber security, noting that robust digital safety measures are essential for efficient and reliable governance. He directed all departments to coordinate closely with the IT Department to address gaps, adopt best practices, and complete pending tasks within set timelines.
