JAMMU: Secretary of Information Technology (IT), Dr. Piyush Singla, today chaired a meeting to review the progress of ongoing IT initiatives across Jammu and Kashmir.
During the meeting, Dr. Singla directed the development of a mobile application for e-office, modeled on the standards adopted by Andhra Pradesh. He instructed the Finance Department to initiate concurrence for establishing a Mini Security Operations Centre (SoC) and to create a dedicated budgetary head for the project. As an interim measure, it was decided that all websites and applications would be hosted on the NIC MeghRaj Cloud for one year.
The Jammu and Kashmir e-Governance Agency (JaKeGA) was asked to submit monthly optimization reports and prepare a detailed 6–12 month proposal for enhancing the State Data Centre (SDC) to ensure its optimal utilization.
On cybersecurity, Dr. Singla stressed the need to expedite security audits of websites, including three NIC-managed sites, and directed that the migration of SICOP systems be completed and made operational by September 30, 2025. For continuous monitoring, daily activity updates on CCMP, eSAM, and IT infrastructure are to be submitted by 7:00 PM. Additionally, a proposal for WhatsApp-based integration, drawing comparative insights from Andhra Pradesh and Odisha, is to be prepared.
The Secretary reviewed the SaKOON application, which is in its final development stage, and scheduled a demonstration for the Home Department. SeMT was directed to seek support from MeitY for establishing six Data Analytics Labs across two ITIs in Jammu and Srinagar and to replicate an AI Tools proposal within J&K. The revised Cyber Security Contingency Plan (CSCP) is to be submitted by October 1, 2025.
Further, the IT Cell was tasked with developing an AI-enabled “Minutes of Meeting” application, de-duplicating services on the eUNNAT platform, and publishing monthly knowledge products, including a Coffee Table Book and an IT Magazine.
For outreach, the Secretary directed the CSC and Additional Secretary (DB) to coordinate with the Information Department for disseminating information under the SeWA Parv campaign. Regarding DigiLocker, all departments were instructed to prepare issue-wise formats addressing challenges, onboarding of legacy data, and related action points.
Dr. Singla emphasized that these initiatives are designed to strengthen the digital governance ecosystem of the Union Territory, ensuring transparency, security, and citizen-centric service delivery.
