Stresses Timely Implementation of Development Initiatives
MENDHAR: Minister for Jal Shakti, Forest, Ecology & Environment and Tribal Affairs, Javed Ahmed Rana, today chaired a detailed review meeting to assess the progress of key Rural Development Department (RDD) schemes for the fiscal year 2025–26, focusing on Balakot and Mankote blocks.
The meeting was attended by Assistant Commissioner Development (ACD) Shakeel A Malik, Assistant Commissioner Panchayats (ACP), Block Development Officers (BDOs), and senior departmental officials.


During the review, the Minister highlighted RDD’s pivotal role in driving rural transformation and emphasized that development initiatives must align with local needs and aspirations. He reaffirmed the government’s commitment to timely, transparent, and people-centric implementation of schemes, stressing the importance of inter-departmental convergence and community participation at every stage.
While reviewing the Annual Action Plan, Rana noted the need to bridge gaps between physical progress and financial expenditure under major funding components, including the Area Development Plan (APDP), PRI Grants, CD Panchayat funds, Tribal Sub-Plan, District Capex, and the Vibrant Village Programme. He instructed officials to identify implementation challenges, remove bottlenecks, and adopt a proactive approach to complete ongoing projects within stipulated timelines.
On flagship schemes like PMAY-G and MGNREGA, the Minister directed BDOs to take ownership of projects and expedite execution as per block-wise plans. He underscored timely disbursement of MGNREGA wages, generation of additional workdays to boost rural livelihoods, and prompt clearance of pending arrears.
Regarding PMAY-G (Awas-Plus), Rana called for close monitoring of house completions and evaluation of new sanctions. He stressed prioritizing rehabilitation of disaster-affected families, expediting damage assessments, and submitting detailed proposals for assistance promptly.
Highlighting the importance of transparency and accountability, he urged regular social audits and strict adherence to quality standards in all development works, noting that transparency is fundamental to accountable governance.
The Minister also reviewed Swachh Bharat Mission (Grameen) progress, assessing block-wise achievements in Individual Household Latrines (IHHL), Community Sanitary Complexes, Solid Waste Management units, compost pits, and waste management sheds. He emphasized establishing effective waste collection, segregation, and disposal systems, calling for intensified efforts to achieve these objectives.
Rana stressed the need for convergence between the Integrated Watershed Management Programme (IWMP) and MGNREGA to promote sustainable watershed development. He encouraged innovative livelihood models and strengthened support to Self-Help Groups (SHGs) to enhance rural livelihoods and economic empowerment.
During the review of ongoing Panchayat Ghar constructions in Balakot and Mankote blocks, the Minister examined block-wise progress and urged all executing agencies to coordinate closely to overcome on-ground challenges. He also instructed prompt resolution of pending land issues to ensure timely completion.
Reaffirming the Omar Abdullah Government’s commitment to inclusive rural development, Rana assured that every measure will be taken to deliver impactful outcomes reflecting the aspirations of the people.
