Bye-Election 27-Budgam AC: DEO Reviews Preparations, Appoints Nodal Officers for Smooth Conduct of Polls

BUDGAM: In view of the upcoming Bye-Election to the 27-Budgam Assembly Constituency, the District Election Officer (DEO) Budgam, Dr. Bilal Mohi-ud-Din Bhat, today convened a comprehensive review meeting at the Meeting Hall, DC Office Complex Budgam to assess preparedness and ensure the seamless conduct of the electoral process.

The meeting was attended by Election Nodal Officers, including ADC Budgam, ASP Budgam, CPO Budgam, Dy. District Election Officer, and representatives from key departments such as Fire & Emergency Services, NIC, Police, Health, Education, R&B, DIC, Social Welfare, Transport, and Information.

At the outset, the DEO emphasized the importance of meticulous planning and close inter-departmental coordination to ensure free, fair, inclusive, and transparent elections in accordance with the guidelines of the Election Commission of India (ECI). He directed all officers to work in a mission mode, maintaining close liaison with the election machinery to promptly resolve any emerging issues.

Special focus, he said, should be given to accessibility, voter awareness, law and order, and expenditure transparency. The DEO also reviewed preparedness across key election components including logistics, transport, training, communication, micro observers’ deployment, EVM management, postal ballots, and polling personnel welfare.

He stressed timely completion of training programmes and mock drills to test the readiness of all teams.

As per ECI guidelines, the DEO formally designated and notified District Nodal Officers for various election-related assignments. These officers will act as focal points for coordination, supervision, and implementation within their respective domains.

The following officers have been nominated as Nodal Officers for the upcoming bye-election to 27-AC Budgam:

Model Code of Conduct (MCC): General Manager DIC Budgam, Zahid Rashid

Postal Ballots/Ballot Papers: SDM Chadoora, Primroze Bashir

Micro Observers: Executive Engineer R&B Budgam, Ashiq Hussain

Logistics: Dy. District Election Officer Budgam, Hilal Ahmad Mir

Training: Principal RETC Budgam, Hilal Ahmad Mir, assisted by Principal GHSS Magam, Sheikh Zahoor

Human Resource & IT Applications: District Informatics Officer NIC Budgam, Mir Majid Kanth

Poll Personnel Welfare: Chief Planning Officer Budgam, Javid Ahmad Najar

Voting by Polling Staff: District Sheep Husbandry Officer Budgam, Maroof Shah, assisted by BDO Nagam

Expenditure Monitoring: District Treasury Officer Budgam, Showkat Ali Rather

The DEO underlined that each Nodal Officer will be personally accountable for the timely and effective execution of their assigned tasks and must maintain constant coordination with the Election Control Room established at the DC Office Complex.

He instructed all departments to update logistics, transport arrangements, polling station details, and manpower deployment well in advance to avoid last-minute issues.

Dr. Bilal also emphasized intensified SVEEP activities to boost voter awareness and participation under the slogan “Nothing Like Voting, I Vote for Sure.”

Reaffirming the administration’s commitment, the DEO stated that the district is fully geared up for the Bye-Election to 27-AC Budgam, expressing confidence that with collective and coordinated efforts, the election will be conducted in a peaceful, fair, and efficient manner.
