Chief Secretary Atal Dulloo reviews Mission YUVA implementation; directs time-bound loan disbursal and capacity building for entrepreneurs
SRINAGAR: Chief Secretary Atal Dulloo today chaired a high-level meeting to review the implementation of Mission YUVA, taking a comprehensive assessment of the progress made so far and setting out the roadmap for future activities with concerned departments and stakeholders.
The meeting was attended by Additional Chief Secretaries of the Higher Education, Planning, and Agriculture Production Departments; Principal Secretary, Finance; Commissioner Secretary, Industries & Commerce; Secretaries of Employment and Rural Development; Director Employment; Director Handicrafts (Kashmir); and other senior officers. Vice-Chancellors of universities, Managing Director J&K Bank, and all Deputy Commissioners joined through video conferencing.
Reviewing the progress under Mission YUVA, the Chief Secretary directed the Employment Department and J&K Bank to adopt proactive measures to achieve the targets fixed for the current financial year. He emphasized the need to ensure disbursal of ₹1,000 crore in loans to facilitate the grounding of projects worth ₹2,000 crore, thereby helping aspiring entrepreneurs establish viable business ventures.
Dulloo underlined the importance of building beneficiary capacity to transform ventures into successful enterprises. He called for convergence of all employment generation programmes — including Lakhpati Didis under JKRLM, PMEGP, HADP, JKCIP, and PMFME — with Mission YUVA to maximize their overall impact.
Highlighting the role of grassroots-level support systems, he instructed that Single Block Development Units (SBDUs), Block Handholding Desks (BHDs), and YUVA Doots be optimally utilized for on-ground implementation and synergy with other government initiatives. He also directed banks to depute representatives at BHDs to streamline loan approvals and ensure timely sanction and disbursal.
Deputy Commissioners were asked to closely monitor enterprise establishment by beneficiaries and expedite all processes—from District Level Implementation Committee (DLIC) approvals to bank sanctions and loan releases. Dulloo further directed districts to complete the recruitment of necessary manpower to ensure smooth functioning of Mission YUVA structures.
To enhance public outreach, the Chief Secretary called for involving legislators, public figures, and local influencers in awareness campaigns. He emphasized engaging specific groups such as Lakhpati Didis, PM Vishwakarma beneficiaries, PMKVY trainees, and artisans from the handicraft sector, encouraging their participation under Mission YUVA.
Administrative Secretaries and Vice-Chancellors shared their insights, highlighting best practices and recommending strategies for capacity enhancement and time-bound implementation.
Commissioner Secretary, Employment, Kumar Rajeev Ranjan, gave a detailed presentation on the achievements and objectives of Mission YUVA. He said the Department aims to create successful entrepreneurs in every panchayat, fostering local role models to inspire others.
He informed that the fourth phase of the Udyam Jagriti campaign is underway, targeting students from degree colleges, polytechnics, ITIs, women in Self-Help Groups (SHGs), and beneficiaries with sanctioned loans. So far, 16,000 students and 45,000 SHG members have been reached under this phase. The Department is also planning capacity-building sessions for legislators to familiarize them with employment and livelihood schemes for better grassroots outreach.
The meeting was informed that 1,23,350 registrations have been made on the Mission YUVA portal, with 53,138 applications received — including 50,544 for nano-enterprises, 1,975 for new MSMEs, and 551 from existing units. Of these, 27,369 applications have been approved by DLICs, 7,462 bank sanctions issued, and 4,673 disbursals completed, with subsidies granted in 281 cases. The total disbursal so far stands at ₹262 crore, with the average project cost around ₹6.44 lakh.
The Chief Secretary was also apprised of the development of a buyer-seller app under the Mission to facilitate market linkages for registered enterprises, along with initiatives to promote innovation-driven entrepreneurship across the Union Territory.
Reaffirming the government’s commitment to nurturing youth entrepreneurship, Dulloo said Mission YUVA represents a transformative step toward youth empowerment, self-reliance, and the creation of a robust entrepreneurial ecosystem in Jammu and Kashmir. He urged all departments and financial institutions to ensure seamless coordination, timely support, and measurable outcomes for the Mission’s success.
