Waheed Para of PDP slams unequal governance, alleges regional bias in certificate distribution

SRINAGAR: PDP leader and MLA Waheed ur Rehman Para on Tuesday accused the administration of fostering regional bias in the issuance of social category certificates across Jammu and Kashmir, citing official data presented in the Legislative Assembly.

Para said figures released by the Revenue Department expose a “deep regional divide,” with Jammu significantly outpacing Kashmir in the distribution of SC, ST, OBC, EWS, and ALC certificates over the past two years.

In a post on X, Para wrote, “The data shared by the Revenue Department reveals a stark regional divide in certificate issuance over the last two years,” describing it as a “serious breach of fairness, equality, and administrative impartiality.”

According to the official figures, Jammu leads in most categories — SC (99.2%), ST (87.2%), OBC (56.6%), EWS (88.5%), and ALC (85.2%) — while Kashmir records a higher share only in the RBA category (67.1%).

Para emphasized that these numbers highlight the urgent need to rationalize the reservation policy in proportion to the population, ensuring equity and restoring public trust in governance. He added that such disparities “undermine the spirit of justice” and urged the government to take immediate corrective action.
