Srinagar: The Jammu and Kashmir Legislative Assembly on Thursday passed four key bills aimed at strengthening governance, safeguarding tenant and landlord rights, improving labour welfare, and reforming cooperative frameworks.
Chief Minister Omar Abdullah introduced and secured the passage of the Jammu and Kashmir Rent Regulation Bill, 2025 (LA Bill No. 4), which establishes a Rent Authority to oversee tenancy regulations and ensure speedy dispute resolution.
Rural Development and Panchayati Raj Minister Javid Ahmad Dar successfully piloted two amendment bills — the Panchayati Raj (Amendment) Bill, 2025 and the Cooperative Societies (Amendment) Bill, 2025 — aimed at deepening grassroots democracy and streamlining the functioning of cooperative institutions.
Meanwhile, Deputy Chief Minister Surinder Kumar Choudhary guided the passage of the Shops and Establishments (Regulation of Employment and Service Conditions) Bill, 2025, which consolidates existing labour laws to better safeguard workers’ rights.
All four bills were passed by a voice vote after brief discussions on proposed amendments in the House.
