Chief Secretary directs completion of all JTFRP projects by August 2026

JAMMU: Chief Secretary, Atal Dulloo, today chaired a high-level meeting to review the progress of the remaining projects under the Jhelum Tawi Flood Recovery Project (JTFRP) and emphasized strict adherence to the extended completion deadline of August 2026.

The meeting was attended by Additional Chief Secretary, Planning, Dr. Ashish Chandra Verma; Additional Chief Secretary, Public Works Department; Principal Secretary, Home; Secretary, Health & Medical Education; Managing Director, JKMSCL; Chief Executive Officer, J&K ERA, Shreya Singhal; and other senior officers.

The Chief Secretary took a detailed, project-wise review of ongoing works and directed the Economic Reconstruction Agency (ERA) to ensure timely completion of all projects, well before the extended deadline. He also instructed ERA to submit weekly progress reports for regular monitoring.

Dr. Ashish Chandra Verma informed that out of 213 projects taken up under JTFRP, 202 have been completed, 10 are in progress, and one is at the tendering stage. An expenditure of ₹1580 crore has been incurred so far, resulting in the creation of crucial infrastructure damaged during the 2014 floods.

Providing further details, CEO ERA, Shreya Singhal, briefed the meeting on major ongoing projects. She informed that work on the additional block at LD Hospital is underway and expected to reach the base isolator level by December 15, achieving 20% progress. To expedite completion, pre-engineered structural components are being fabricated in Haryana, with on-site installation scheduled to begin by the end of December.

Regarding the bridge projects in Baramulla district, it was noted that construction of five bridges at Shrakawara, Wahdina, Waza Mohallah (Kreeri), Wagoora, and Trikolbal Pattan is at an advanced stage and is targeted for completion by December 2025.

The State Emergency Operation Centre (SEOC) has achieved 80% progress in civil works and 35% in electromechanical works, with remaining components being fast-tracked.

The meeting was further informed that JKMSCL has been asked to expedite the procurement of additional equipment for the Bone & Joint Hospital to ensure readiness within the stipulated timeframe.

It was also apprised that consultancy services for preparing the feasibility study and DPR for flood mitigation and river management measures for the Jhelum and Tawi river basins are progressing well and will be completed within schedule.

Reiterating the importance of timely execution, the Chief Secretary stressed on continuous monitoring, strong inter-departmental coordination, and proactive resolution of bottlenecks to ensure that all JTFRP works are completed within the extended deadline, thereby strengthening J&K’s infrastructure resilience against future disasters.
