Cabinet Expected to Recommend Convening of Assembly

Srinagar: The Jammu and Kashmir cabinet is likely to meet on Tuesday to take final decisions on several proposals, including recommending to the Lieutenant Governor the convening of the autumn session of the Assembly.

Sources said the cabinet, headed by Chief Minister Omar Abdullah, is expected to propose a date to the LG for the session during the meeting. “The cabinet will meet at 10:00 AM,” they added. The Lieutenant Governor has the authority to summon the Assembly.

Under the Jammu & Kashmir Reorganisation Act, 2019, there must not be a gap of more than six months between the last sitting of one session and the first sitting of the next. The Act states: “The Lieutenant Governor shall, from time to time, summon the Legislative Assembly to meet at such time and place as he thinks fit, but six months shall not intervene between its last sitting in one session and the date appointed for its first sitting in the next session.”

Since the last session ended on April 29, the next session must be held by October 28 to comply with this rule.

The upcoming session is expected to focus on key issues such as statehood and reservation. In the previous Assembly session, three resolutions on statehood lapsed following disruptions by the National Conference after the rejection of their adjournment motion on the Waqf (Amendment) Bill, 2025.

The issue of reservation also featured prominently during past discussions, with PC President and Handwara MLA Sajad Gani Lone challenging the government on the matter. Additionally, the detention and alleged assault of Doda MLA Mehraj Malik during the last budget session could come up for debate.
