Canada Signs On to EU’s SAFE Security Plan

Brussels, Dec 02: Canada has formally concluded negotiations to join the European Union’s Security Action for Europe (SAFE) initiative, marking a significant step in strengthening transatlantic cooperation. The agreement was reached after months of dialogue between Canadian Foreign Minister Mélanie Joly and EU High Representative for Foreign Affairs Josep Borrell.

Announcing the conclusion of talks, Foreign Minister Mélanie Joly said, “Canada is proud to stand alongside our European partners in advancing collective security. SAFE represents a shared commitment to safeguarding democratic values and addressing emerging threats.”

EU High Representative Josep Borrell welcomed Canada’s participation, noting that the partnership will enhance Europe’s ability to respond to crises. “Canada brings valuable expertise and resources to this initiative. Together, we will be stronger in protecting our citizens and our shared interests,” he said.

The negotiations were overseen by European Commissioner for Home Affairs Ylva Johansson, who emphasized that Canada’s inclusion reflects the EU’s broader vision of building resilient alliances. She highlighted areas of cooperation including cyber security, counter-terrorism, and disaster response.

Prime Minister Justin Trudeau hailed the development as a milestone in Canada-EU relations. “This agreement underscores Canada’s role as a reliable partner in global security. We look forward to contributing meaningfully to SAFE and ensuring peace and stability across regions,” he stated.

Officials confirmed that Canada’s formal accession to SAFE will be completed in early 2026, with joint working groups already established to coordinate policy and operational frameworks. The move has been widely welcomed by NATO allies and European leaders as a reaffirmation of Canada’s commitment to collective security.
