CBK Submits Chargesheet Against Eight Accused in Land Scam

Srinagar: The Economic Offences Wing of the Crime Branch Kashmir (CBK) has filed a chargesheet against eight individuals, including four revenue officials, in connection with a major land fraud case registered under FIR No. 23/2019, officials said on Friday.

According to a CBK spokesperson, the chargesheet was submitted before the Court of Special Judge Anti-Corruption, Srinagar, against eight accused—four of whom are revenue officials (three retired and one serving). The accused are alleged to have fraudulently occupied land and manipulated revenue records by misusing their official positions.

The case stemmed from a complaint alleging that Nadeem Ahmad Mayer and Shafiq Ahmad Mayer, residents of Iqbal Colony, Shalteng Srinagar, illegally encroached upon 52 kanals of land at Ehel Danihama by fabricating revenue records. Several fake and forged mutation numbers—13, 16, 17, 18, 30, 31, and 34—were executed under the pretext of an oral gift (“Hiba Zabani”) from the complainant’s uncle, despite no legitimate or familial basis for the transfer.

The investigation uncovered multiple irregularities, including missing official mutation records (Parti Sarkar), absent treasury voucher numbers and dates, and unauthorized mutations conducted by a single co-owner while ignoring the rights of others. It was also found that 40 kanals of state land had been illegally occupied.

The spokesperson said the fraudulent activity was allegedly carried out with the active involvement of revenue officials who manipulated official documents and bypassed legal procedures.

Those named in the chargesheet include:

Nadeem Ahmad Mayer, son of Shafiq Ahmad Mayer, resident of Iqbal Colony, Shalteng Srinagar

Irfan Ahmad Mayer, son of Shafiq Ahmad Mayer, resident of Iqbal Colony, Shalteng Srinagar

Ab. Hamid Kathu, son of Ali Mohammad Kathu, resident of Astanpora Tailbal Srinagar (then Patwari, now retired)

Ghulam Jeelani Rather, son of Late Ab. Salam Rather, resident of Dara Harwan Srinagar (then Patwari)

Ali Mohammad Dar (then Patwari, now retired)

Nazir Ahmad Palla, son of Ghulam Ahmad Palla, resident of Chandpora Harwan

Bilal Ahmad Dar, son of Ab. Gani Dar, resident of Mufti Bagh Harwan, presently at New Theed Srinagar

The accused have been booked under Sections 420, 447-A, 467, 468, 471, and 120-B of the RPC, read with Section 5(2) of the Prevention of Corruption Act.

CBK reaffirmed its commitment to upholding the law and ensuring accountability, adding that further legal proceedings are underway.
