JAMMU: Chief Secretary Atal Dulloo on Thursday chaired a meeting to review and address various issues concerning Prime Minister’s Package Employees posted in the Kashmir Division.
The meeting was attended by the Principal Secretary of DMRR&R; Commissioner Secretaries of FCS&CA and GAD; Secretary, School Education; Relief Commissioner (Migrants); Chief Engineers of R&B; representatives of other departments, and senior officers of DMRR&R.
The Chief Secretary undertook a detailed review of key matters, including the allotment criteria and infrastructure facilities at the transit accommodations designated for PM Package Employees across Kashmir. Discussions focused on revising the criteria for allotting government flats, and on municipal issues such as sewerage, drainage, and garbage management in these colonies. The Housing & Urban Development Department was instructed to make necessary budgetary provisions for the operation and maintenance of these accommodations and their civic services.
The meeting also reviewed the status of lifts and Sewerage Treatment Plants (STPs) at various transit accommodation sites, as well as repair and renovation works proposed by the Chief Engineers. It was informed that Detailed Project Reports (DPRs) worth ₹6.80 crore have been prepared for the required works.
Emphasizing the importance of career progression for PM Package Employees, the Chief Secretary directed all departments to strictly follow the Administrative Council’s 2022 decision, which outlines clear guidelines for promotions and career advancement. He called for department-wise compliance, identification of pending cases, and their timely resolution.
The status of Departmental Promotion Committees (DPCs) held for PM Package Employees was also reviewed, with the Chief Secretary stressing the need for swift action in line with existing government orders. The Principal Secretary, DMRR&R, was tasked with monitoring progress and ensuring effective implementation across all departments.
The meeting further discussed pending cases under the Rehabilitation Assistance Scheme (RAS) relating to deceased employees, and directions were issued for their early disposal.
Reaffirming the Government’s commitment to the welfare and service rights of PM Package Employees, the Chief Secretary called for coordinated efforts among departments to ensure their rehabilitation and overall well-being as envisioned under the programme.
