Chief Secretary Directs Single Window Portal to Become Fully Faceless and Seamless by October 31

SRINAGAR: Chief Secretary Atal Dulloo today chaired a meeting to review the functioning and progress of the Single Window Portal of the Industries & Commerce Department, designed to provide time-bound, transparent, and hassle-free services to entrepreneurs and businesses across Jammu and Kashmir.

The meeting was attended by Commissioner Secretary, Industries & Commerce, Vikramjit Singh; Secretary, IT, Dr. Piyush Singla; MD, JaKeGA; State Informatics Officer, NIC; and other concerned officers.

At the outset, the Chief Secretary emphasized the need to transform the Single Window Portal into a completely faceless and seamless system, enabling applicants to obtain all permissions and NoCs without physically visiting any government office. He directed the NIC to provide all necessary support to address existing gaps and set October 31, 2025, as the deadline for achieving this objective. He also noted that his office would independently verify the system’s effectiveness on the ground.

Commissioner Secretary Vikramjit Singh informed the meeting that 185 services from 21 departments have already been integrated into the portal. He further highlighted that the platform has been linked with Digilocker, e-Abgari, Auto-Appeal, e-Unnat, UMANG, and NGDRS, enhancing transparency, accountability, and user convenience.

Secretary IT Dr. Piyush Singla briefed the Chief Secretary that the portal has successfully migrated to the State Data Centre (SDC) and will be fully functional and live soon, following the completion of the mandatory security audit. He also shared a roadmap to transition the portal into a fully faceless system, including revised departmental workflows to enable desk-wise monitoring of applications.

It was noted that these initiatives will significantly strengthen J&K’s ease of doing business framework, establishing an efficient, corruption-free, and technology-driven mechanism for service delivery across departments.
