Sets Timelines for Recruitment, Transparency, and Governance Reforms

SRINAGAR: Chief Secretary Atal Dulloo today reviewed the overall functioning of the General Administration Department (GAD) at a meeting held at the Civil Secretariat.

The meeting, attended by Administrative Secretaries of all departments, involved detailed discussions on accelerating reforms, enhancing transparency, and strengthening service delivery across government departments.

While chairing the meeting, Atal Dulloo urged officers to adopt a mission-oriented and time-bound approach, emphasizing innovation, efficiency, and public trust, so that citizens experience tangible improvements through timely services, fair processes, and clear accountability frameworks.

The Chief Secretary stressed the need to fill vacancies promptly, directing the Jammu and Kashmir Services Selection Board (JKSSB) to recruit 1,500 Multi-Tasking Staff (MTS) posts within fixed timelines. He emphasized that timely recruitment is critical for improving efficiency at the grassroots level. Dulloo also called upon the Public Service Commission and JKSSB to fast-track recruitment at all stages, ensuring no unnecessary delays and adopting a proactive approach in filling positions.

Highlighting the importance of human resource management, he instructed officials to leverage technology by making the framing and amendment of recruitment rules fully online. Digitization, he noted, will eliminate delays, improve transparency, and enable real-time monitoring and accountability.

Recognizing the need for continuous skill development, Atal Dulloo ordered the creation of a dedicated Capacity Building Unit (CBU) under Mission Karmayogi. The CBU will systematically train and upskill employees, fostering a culture of innovation, efficiency, and accountability. He also expressed concern over non-compliance of employees in registering on the Karmayogi portal, stressing its role in enhancing core competencies for effective public service delivery.

Reiterating the government’s commitment to transparency, Dulloo directed all departments to proactively disclose information within 15 days under relevant norms, ensuring citizens have easy access to key decisions and policies. He also emphasized the timely disposal of pending RTI cases, describing prompt responses as a cornerstone of accountable governance.

Regarding departmental promotions and service matters, the Chief Secretary instructed Administrative Secretaries to streamline processes and prepare action plans specifying timelines for clearing pending Departmental Promotion Committee (DPC) cases. He emphasized that timely promotions are essential for employee morale and organizational effectiveness.

As part of citizen-centric governance, Dulloo directed the development of a Public Services Guarantee Act (PSGA) portal within one week. The portal will serve as a single-window platform to monitor public service delivery, reduce delays, and enhance accountability in ensuring time-bound services.

On Regular Departmental Action (RDA) cases, he called for periodic reviews to ensure swift disposal. Concerning compassionate appointments under SRO-43 and the newly launched Rehabilitation Assistance Scheme (RAS), the Chief Secretary stressed expediting the process and instructed concerned authorities to present cases to designated committees for timely clearance and issuance of orders.
