JAMMU: Chief Secretary Atal Dulloo today chaired a high-level meeting to review the progress of flagship schemes being implemented across key departments, including Housing & Urban Development (H&UDD), Rural Development (RDD), School Education, Social Welfare, Health & Medical Education (H&ME), Revenue, Skill Development (SDD), Industries & Commerce (I&C), and Cooperatives.
The meeting was attended by the Additional Chief Secretary, Planning, Development & Monitoring Department, Administrative Secretaries of concerned departments, Director General, Planning, Director Planning, and other senior officials.
During the review, the Chief Secretary examined both physical and financial progress under each scheme, assessed achievements against set targets, and reviewed timelines for completion.
For H&UDD, projects under AMRUT 2.0—including 65 water supply schemes, three sewerage and septage management projects, and 22 water body rejuvenation projects—were discussed. Progress on GIS-based master plans for major towns, the Jal Hi Amrit initiative, PMAY-U 2.0, and Swachh Bharat Mission (Urban) sanitation projects was also reviewed.
In the Rural Development Department, discussions focused on livelihood generation under the Rural Livelihood Mission, including efforts to convert potential groups into “Lakhpati Didis.” Progress under SBM-G (Swachh Bharat Mission–Grameen) was evaluated, covering solid and liquid waste management, greywater management, construction of IHHLs and community sanitary complexes, plastic waste management, faecal sludge management, and establishment of Gobardhan units.
For School Education, the PM SHRI scheme was reviewed, targeting transformation of 396 schools with Atal Tinkering Labs, STEM and Robotics Labs, ICT facilities, smart classrooms, and vocational education.
The Social Welfare Department presented progress on Pradhan Mantri Matru Vandana Yojana (PMMVY), Poshan 2.0, and Pradhan Mantri Adarsh Gram Yojana (PMAGY).
The Health & Medical Education Department updated on the Ayushman Bharat Digital Mission (ABDM), PM-ABHIM, and ongoing works at AIIMS Awantipora.
Revenue Department schemes reviewed included SVAMITVA property card issuance, digitization of land records, geo-referencing of cadastral maps, and computerization of the registration process.
In the Skill Development Department, progress under PM Vishwakarma and the National Scheme for ITI Upgradation was assessed. The Chief Secretary directed that loan disbursement under PM Vishwakarma be scaled up to reach one lakh beneficiaries from the current 13,756 applications.
Schemes under Industries & Commerce included discussion on the Raising and Accelerating MSME Performance (RAMP) initiative, aimed at MSME formalization, establishment of MSME Health Clinics, entrepreneurship, and skill development programs.
Emphasizing outcome-oriented governance, the Chief Secretary urged officers to ensure regular monitoring, smooth execution, and timely completion of all schemes, stressing that the original objectives of these flagship programs must be realized to maximize benefits for citizens.
