Chief Secretary calls for robust field monitoring of PMGSY works across J&K
SRINAGAR: Chief Secretary, Atal Dulloo, today chaired a high-level review meeting of the Public Works Department (PWD) to assess the progress of road and bridge construction under various phases of the Pradhan Mantri Gram Sadak Yojana (PMGSY) across Jammu and Kashmir.
The meeting was attended by Additional Chief Secretary, PWD; Development Commissioner (Works); Chief Engineers; and senior departmental officers, while all Deputy Commissioners participated through video conferencing.
At the outset, the Chief Secretary underscored the importance of timely completion of road projects under PMGSY Phases I and II. He directed officers to make concerted efforts to ensure the completion of all pending works within fixed timelines and to fix accountability wherever avoidable delays occur.
Emphasizing the need for strong on-ground supervision, Dulloo directed that senior officers be designated to regularly monitor PMGSY works through frequent site inspections. He stressed that field engineers must ensure daily oversight of both the quality and progress of ongoing projects.
The Chief Secretary further instructed that Executive Engineers and Assistant Executive Engineers conduct regular field visits, with their movements and inspection activities tracked at higher administrative levels. He observed that engineers must remain actively engaged on-site where projects are being implemented, rather than confined to office work.
During the meeting, the Chief Secretary reviewed the progress of ongoing works under the later phases of PMGSY, seeking detailed status reports on projects sanctioned, completed, in progress, or pending — along with their physical achievements and anticipated completion dates.
He also examined the upcoming PMGSY Phase IV projects, particularly those focused on enhancing connectivity to vibrant villages in border and remote areas. He directed expeditious clearance of forest-related approvals to avoid procedural bottlenecks.
Providing an overview, Additional Chief Secretary PWD, Anil Kumar Singh, briefed the Chief Secretary on the department’s action plan for completing the remaining road and bridge works across all phases. He informed that under Phase IV and its subsequent batches, priority is being given to early execution and time-bound delivery of projects in both Jammu and Kashmir divisions.
It was revealed that as of April 2025, 88 road projects under Phase I, 6 under Phase II, and 85 under Phase III were pending completion. Out of these, 6 Phase I and 40 Phase III projects have since been completed, with a structured roadmap in place to finish the rest at the earliest.
Regarding bridge works, the meeting was informed that out of 305 bridges taken up under the first three phases, 227 have been completed, while 50 more are targeted for completion by March 2026.
Under PMGSY Phase IV, a total of 316 schemes have been sanctioned — 3 are currently under execution, while 313 have been tendered, including 134 under technical evaluation, 87 under financial evaluation, and 39 with Letters of Acceptance (LoA) already issued for early execution.
Reaffirming the Government’s commitment to rural connectivity and infrastructure development, the Chief Secretary directed the PWD to ensure effective monitoring, strict adherence to quality standards, and timely completion of all sanctioned works under PMGSY across Jammu and Kashmir.
