SRINAGAR: Chief Secretary Atal Dulloo today reviewed the implementation of e-Office 2.0 at the tehsil level, a key step toward establishing a seamless, paperless governance model across all basic administrative units in Jammu & Kashmir. This initiative aims to digitize governance across 207 tehsils in the Union Territory.
The meeting was attended in person by the Secretary IT, CEO of JaKeGA, SIO of NIC, and other relevant officials, while Deputy Commissioners participated virtually.
Chief Secretary Dulloo emphasized the critical importance of preserving legacy data currently stored in paper files, highlighting its value for ensuring the smooth operation of government offices. He directed Deputy Commissioners to develop a time-bound plan for scanning all files related to public matters, to avoid any disruptions once the switch to a fully digital e-Office system is complete.
He further urged the IT Department to expedite onboarding of remaining users onto the e-Office platform, stressing the need for comprehensive capacity building and training to ensure efficient service delivery in departments handling significant public affairs.
IT Secretary Dr. Piyush Singla highlighted the benefits of the system, noting that it promises faster service delivery, quicker decision-making, and enhanced accountability and transparency.
The rollout is being executed in four phases. It began with the collection of Employee Master Data (EMD) to enable email and VPN access, which has been completed. This was followed by creating official email IDs, mapping users, and establishing NICNET VPN access to facilitate remote connectivity.
The review revealed significant progress: 20,517 users (95.28% of the target) and 3,804 offices (95.94%) have been onboarded. A total of 20,580 government email IDs and 11,375 VPN connections have been created.
Help desks are now operational in all 20 districts and the Civil Secretariat, and over 220 training sessions have been conducted for Heads of Departments, Deputy Commissioners, and staff to support smooth implementation at the grassroots level.
A multi-tiered implementation team is in place at the UT, Divisional, and District levels to oversee the rollout. These teams are responsible for coordination, technical support, and user onboarding, with administrative oversight by the Secretary IT at the UT level and the Deputy Commissioners at the district level.
Going forward, the focus is on achieving 100% coverage by accelerating user mapping, expanding VPN access to offices currently without NICNET connectivity, and establishing district-specific escalation protocols to ensure uninterrupted e-Office functioning throughout Jammu & Kashmir.
