Omar Abdullah Reaffirms Welfare as Government’s Duty, Not Charity
SRINAGAR: Chief Minister Omar Abdullah on Monday reiterated that welfare of all sections of society is the government’s foremost responsibility, not an act of charity.
Speaking at a one-day event on “Empowering Communities—Welfare for All” organised by the Social Welfare Department at SKICC, the Chief Minister stressed that welfare programmes must prioritize the poor, vulnerable and remote communities, rather than benefitting only the privileged.
He said inclusive development was the hallmark of his government’s policies. “Social welfare schemes are not favours, they are entitlements of citizens facing hardships. Any government that ignores them fails in its duty,” he asserted.




Highlighting initiatives launched during his tenure, Abdullah cited enhanced marriage assistance for girls from weaker sections, increased pensions for over 10 lakh beneficiaries, free public transport for women, and upgradation of 500 Anganwadi Centres into Saksham Centres and Bal Vidyalayas. He also mentioned the establishment of Shakti Sadans and Vatsalya Sadans for women and children in need.
Calling for greater corporate participation, the CM said CSR funds could supplement government efforts, especially in schemes like distribution of scooters and assistive devices. He also emphasized the need for awareness campaigns so that benefits reach every corner of J&K.
The Chief Minister inaugurated an exhibition on social welfare schemes and distributed sanction letters, loans, prosthetic aids, scooties, and motorized cycles to beneficiaries. He also felicitated achievers for their contributions.
Social Welfare Minister Sakina Itoo, in her address, said that under Omar Abdullah’s leadership, special focus was laid on the needs of the downtrodden, elderly, and women. She recalled significant hikes in old-age and widow pensions and highlighted women-centric schemes that fostered self-reliance.
The programme was also attended by Advisor to CM Nasir Aslam Wani, Commissioner Secretary SWD Sarmad Hafeez, legislators from across J&K, and senior officials of the department.
