CM Omar Abdullah Reviews CAPEX & CDF Implementation, Stresses Timely Execution and Fiscal Discipline

SRINAGAR: Chief Minister Omar Abdullah today chaired a high-level meeting to review the utilization of the CAPEX budget and the execution of works under the Constituency Development Fund (CDF) for the financial year 2025–26 across various sectors, as well as the progress of departments in implementing projects under the UT capital outlay.

The meeting was attended by Deputy Chief Minister Surinder Kumar Choudhary, Ministers Sakina Itoo, Javed Ahmed Rana, Javid Ahmed Dar, and Satish Sharma. Also present were Chief Secretary Atal Dulloo, Additional Chief Secretaries of Higher Education, Jal Shakti, Tourism, Agriculture Production, ACS to the Chief Minister, Administrative Secretaries, DG Budget, DG Expenditure Division-I, DG Accounts & Treasuries, DG Codes/Resources, and other senior officers. District officers participated virtually.

During the review, the Chief Minister assessed department- and district-wise progress under CAPEX and CDF. He directed accelerated project execution and timely utilization of funds, emphasizing that all works must be uploaded on the BEAMS portal and that administrative approvals and tendering processes be expedited, particularly given the limited working season in Kashmir.

The Finance Department was asked to prepare constituency-wise data of MLA-prioritized works in the budget, while districts were instructed to upload CDF works on BEAMS, grant approvals, and initiate early execution. CM Abdullah highlighted close coordination with MLAs to ensure visible developmental outcomes, alongside enhancing revenue realization and curbing avoidable expenditure. “Wherever possible, we have to boost revenues and cut unnecessary spending, but allocated funds must be efficiently utilized across schemes,” he said. He also directed ministers to hold fortnightly reviews to improve fund utilization in their departments.

Principal Secretary, Finance, Santosh D. Vaidya presented a detailed financial and developmental overview of Jammu and Kashmir as of October 7, 2025, covering expenditure progress under UT and district CAPEX budgets, sectoral allocations, revenue trends, fiscal challenges, ongoing Centrally Sponsored Schemes (CSS), and Special Assistance for Capital Investment (SASCI) guidelines.

CM Abdullah stressed ensuring that the mandated SASCI expenditure is met by December 2025 and March 2026 to fully avail scheme benefits, directing ministers to review SASCI project progress biweekly. District-level execution was also assessed, with emphasis on early completion of on-ground works.

He called for visible impact through the completion of macadamization and black-topping of roads this financial year, and urged immediate filling of vacant posts in engineering departments to avoid project delays.

The Chief Minister also underlined the need to finalize key reforms, including revision of mining royalties, establishment of a vehicle scrapping facility, deployment of electronic road safety enforcement devices, modernization and digitization of land records, agriculture reforms linked to land and crop data, urban land reforms, and fiscal reforms to leverage central government funding. Departments were instructed to fully utilize funds in Single Nodal Accounts before transitioning to the SNA-Sparsh financial management system.

Concluding the review, CM Omar Abdullah called for strict monitoring, accountability, and coordinated action to ensure that developmental works result in tangible improvements on the ground, reaffirming that timely execution, financial prudence, and effective reform implementation remain central to the government’s developmental agenda.
