Chief Secretary Atal Dulloo reviews progress on PM Gati Shakti Portal implementation

SRINAGAR: Chief Secretary, Atal Dulloo, today chaired a meeting of Administrative Secretaries to assess the progress on the PM Gati Shakti (PMGS) portal, with a special focus on the integration and uploading of thematic data layers to strengthen evidence-based planning in Jammu and Kashmir.

Emphasizing the importance of comprehensive and coordinated data integration, Dulloo directed all departments to upload datasets related to Mission YUVA and the Holistic Agriculture Development Programme (HADP), along with the digitized land bank developed by the Forest Department. This, he said, would facilitate inclusive and informed decision-making.

Underscoring the potential of the Gati Shakti platform in enhancing social sector outcomes, the Chief Secretary stressed the mandatory inclusion of datasets on education infrastructure, health indicators, employment statistics, drug hotspots, and disaster-prone areas. Consolidating such multi-sectoral data, he noted, would enable focused interventions and optimal resource planning.

Reviewing the Action Taken Report on previous directions, Dulloo took stock of the progress made in transitioning from point data to polygon data for better mapping of departmental assets. He urged departments such as Industries, Tourism, Power Development, Health, and Jal Shakti to expedite this transition and set clear timelines for completion.

Highlighting the significance of data-driven governance, he further directed that relevant datasets be shared with research institutions to encourage analytical studies and innovative solutions for improving developmental outcomes.

During the meeting, Commissioner Secretary, Industries & Commerce, Vikramjit Singh presented a detailed overview of the portal’s current status. He informed that J&K has successfully uploaded all 28 mandatory data layers and 608 supplementary layers, onboarded 40 departments, and conducted over 100 major and 120 minor training sessions to build departmental capacity.

Providing additional insights, Director, Industries & Commerce, Jammu, Arun Manhas elaborated on new features integrated into the portal, including the Unified Geospatial Interface, PMGS offshore integration, Knowledge Management System for best practice sharing, Decentralized Data Sharing Module, formulation of District Master Plans in Aspirational Districts, and the rollout of the LEAPS 2025 framework for enhanced monitoring and implementation.

Appreciating the progress achieved so far, the Chief Secretary called for real-time data updation and cross-sectoral linkages to make the PM Gati Shakti portal a truly holistic planning and monitoring tool for accelerated and coordinated development across Jammu and Kashmir.
