CS Atal Dulloo launches ‘Sewa Parv’, reviews CSC outreach and service delivery in J&K
SRINAGAR: Chief Secretary, Atal Dulloo, today launched Sewa Parv, a citizen awareness initiative on Cyber Security and Digital Literacy, to be implemented across Jammu and Kashmir through Common Service Centres (CSCs) under the Information Technology Department.
The event was attended by Commissioner Secretary, Social Welfare Department; Secretary IT; CEO, JAKEGA; DG, Budget; MD, KPDCL; and other senior officials.
The initiative aims to enhance citizens’ understanding of safe digital practices, cyber hygiene, and secure online engagement, while expanding digital literacy across villages, towns, and cities in the Union Territory.
Highlighting the government’s commitment, Chief Secretary Atal Dulloo emphasized the importance of equipping citizens with the skills to navigate the digital ecosystem safely and effectively.
Secretary IT, Dr. Piyush Singla, outlined the Sewa Parv Action Plan, stating that over 8,999 CSCs covering every village in J&K will actively promote awareness on cyber hygiene and digital literacy at the panchayat, block, and village levels. Additionally, each district will host 40 workshops in higher education institutions, reaching 100–150 beneficiaries per session, with experts and senior officials conducting the training.
Awareness programs will also be organized at Jammu University and Kashmir University, engaging around 500 participants per session, guided by IIT/IIM experts and key stakeholders. To reach remote areas, Digital Awareness Vans and E-Carts will operate, along with five awareness carts in various localities to ensure grassroots penetration.
The outreach campaign, running from 17th September to 2nd October 2025, will include mobile awareness centres displaying posters, infographics, and IEC materials on cyber safety and digital services. District and divisional CSC teams will monitor these initiatives to ensure effective implementation.
Later, the Chief Secretary reviewed the functioning and reach of CSCs across J&K, emphasizing their pivotal role in citizen-centric service delivery, digital inclusion, and socio-economic empowerment.
It was informed that J&K currently has 24,022 registered CSCs, of which 15,122 are functional, along with 314 Bank BCs, 20 district-level ASK centres, 70+ block-level ASK centres, and 70+ Urban CSC Locations (UCLs). To enhance outreach, 858 new touch points have been established.
CSCs have played a significant role in governance and service delivery:
Over 3.4 lakh Aadhaar service transactions facilitated by 120 operators.
More than 14 lakh AEPS transactions worth ₹247 crore.
4.7 lakh mATM transactions totaling ₹146 crore.
29,000 DBT transactions worth ₹9 crore.
99,960 Bank BC service transactions valued at ₹26.4 crore.
24,200 insurance & loan transactions totaling ₹56 crore.
13 lakh G2C & B2C service transactions worth ₹77 crore.
Under Digidost doorstep delivery, over 37,530 appointments were booked, with 32,712 successfully completed. Other services included 28,323 skill & education transactions and 2.8 lakh Tele-Law advisories through CSC-enabled platforms.
CSCs have also been instrumental in implementing flagship central schemes:
PM Surya Ghar (MNRE): 2.43 lakh households surveyed for reduced electricity costs.
Vishwakarma Yojana (MSME): 4.74 lakh enrollments providing financial aid and modern tools to artisans.
E-Shram: 36 lakh unorganized workers registered.
Ayushman Bharat: 71.6 lakh beneficiaries enrolled.
PM Kisan: 7.6 lakh farmers enrolled.
PM Fasal Bima Yojana: 1.19 lakh farmers enrolled for crop insurance.
National Scholarship Portal: 12.7 lakh students supported.
National Fisheries Development Program: 13,437 beneficiaries identified.
The CSCs continue to facilitate a wide range of citizen-oriented services, ensuring comprehensive digital and socio-economic inclusion across J&K.
