BUDGAM: Chief Secretary Atal Dulloo visited Budgam today to review the progress of ongoing developmental works and flagship welfare schemes across the district. He assured full administrative support to boost Budgam’s economy through timely project completion, effective scheme implementation, and saturation of benefits to all eligible beneficiaries.
Deputy Commissioner Budgam, Dr. Bilal Mohi-Ud-Din Bhat, presented a detailed sector-wise report on the District Capex Budget for 2024–25 and 2025–26, including financial and physical progress, status of languishing projects, and other flagship programmes.
The Chief Secretary stressed that all schemes, whether Centrally Sponsored or under UT Capex, must be implemented fully to deliver tangible benefits. He directed departments to ensure 100 percent coverage of beneficiaries and to frequently conduct field inspections for real-time monitoring of projects. Agencies were instructed to strictly adhere to timelines and accelerate ongoing works.
Agriculture & Allied Departments:
- Enhance production of exotic crops and vegetables.
- Ensure proper functioning of Kissan Khidmat Ghars (KKGs) and expand Kisan Credit Card coverage.
- Boost mutton and poultry production.
- Guide orchardists for maximum yield.
- Strengthen coordination under HADP for optimal output.
Other Departments:
- FCS&CA to strengthen PDS distribution.
- Employment Department to scale up training under Mumkin, Tejaswini, and Mission YUVA; GM DIC to support youth entrepreneurship.
- RDD to expedite PMAY houses and enforce door-to-door waste segregation.
- Education authorities to rationalize staff and ensure functional toilets and drinking water in schools.
- PWD, PMGSY, and Jal Jeevan Mission projects to be completed within set deadlines.
On tourism promotion, the Chief Secretary called for development of Doodhpathri, Tosamaidan, and Yousmarg with proper sanitation, visitor amenities, hutments, and cafeterias. He emphasized convergence of MGNREGA with other schemes to provide sustainable employment and create durable rural assets.
At the DC office, the Chief Secretary interacted with scheme beneficiaries, distributing approval certificates for dairy, mushroom, apiculture, embroidery, and agriculture units, along with keys for subsidized tractors and farm machinery.
He also inspected three major infrastructure projects: the 125-bedded District Hospital Budgam, the 100-bedded Critical Care Unit at Reshipora, and transit accommodation for Kashmiri migrants at Kakanmaran. He directed concerned agencies to expedite work and ensure timely completion.
Chief Secretary Dulloo reiterated the government’s commitment to Budgam’s economic upliftment through proper implementation of schemes, promotion of agriculture and tourism, timely project completion, and creation of employment opportunities. He instructed the Deputy Commissioner to monitor all works closely, obtain daily feedback, and enforce strict adherence to timelines.
The review meeting was attended by heads of Agriculture, Horticulture, Education, Health, RDD, Animal & Sheep Husbandry, Employment, Industries, Command Area Development, PWD, PMGSY, Jal Shakti, KPDCL, and other district and sectoral officers.
