CS Atal Dulloo Reviews Functioning of BOPEE and Board of Technical Education
Directs Development of Online e-Counselling Module within 15 Days
SRINAGAR: Chief Secretary, Atal Dulloo today chaired a high-level meeting to review the functioning of the Jammu and Kashmir Board of Professional Entrance Examinations (BOPEE) and the Board of Technical Education (BoTE).
During the meeting, the Chief Secretary directed the National Informatics Centre (NIC), J&K, to develop a comprehensive online counselling and admission module for BOPEE within 15 days. The initiative aims to ensure a seamless, efficient, and transparent admission process for students across the Union Territory.
The meeting was attended by Additional Chief Secretary, Higher Education Department; Commissioner Secretaries of GAD, ARI & Trainings, Revenue, School Education, and Law; Chairperson, J&K BOPEE; Secretary, Technical Education; and other senior officers.
Reviewing the admission and examination processes, the Chief Secretary emphasized that all academic and admission-related activities must be strictly time-bound and schedule-driven. He directed that examination and counselling calendars be notified well in advance and adhered to without deviation.
To ensure optimal utilization of educational infrastructure, the Chief Secretary instructed that no seat should remain vacant in professional and technical institutions, whether government or private. He called for a course-wise assessment of filled and vacant seats and immediate corrective measures where necessary.
Mr. Dulloo further directed the concerned departments to restructure and redesign courses with low student enrolment, stressing that institutional resources—both infrastructure and manpower—must be effectively utilized. He also asked BOPEE to upgrade candidates’ seats as per merit, especially in programmes where intake capacity has recently been enhanced.
Chairperson, J&K BOPEE, Prof. Minu Mahajan, informed that the Board has introduced online counselling and admission systems this year, making the process more student-friendly. Examination centres have also been set up at sub-divisional levels, enhancing accessibility for candidates from remote areas.
Prof. Mahajan presented detailed data on filled and vacant seats across undergraduate and postgraduate programmes, including MBBS, BDS, MDS, MD Ayurveda, M.Sc Nursing, M.Sc Technology, BAMS, BUMS, B.Pharmacy, B.Sc Nursing, B.Ed, and various diploma courses.
Secretary, BoTE, Suket Gupta, briefed that the Board oversees admissions, examinations, certifications, and migrations for all technical institutions, including Government and Private Polytechnics and ITIs across J&K. He informed that 3,535 seats are available across 21 courses in Government Polytechnics, while 3,989 candidates appeared from ITIs this year, achieving an 86% pass percentage in SCVT courses. The overall Polytechnic pass percentage stood at 90%, with nearly 20,000 students appearing annually.
It was also highlighted that all services of the J&K Board of Technical Education have been fully digitized and integrated with national platforms such as UMANG and e-UNNAT, ensuring enhanced transparency and accessibility.
Appreciating the efforts of both BOPEE and BoTE, the Chief Secretary commended their progress in strengthening transparency, efficiency, and outreach. He reiterated the Government’s commitment to leveraging technology for better governance, improved student experience, and optimal use of institutional resources across Jammu and Kashmir.
