SRINAGAR: Chief Secretary Atal Dulloo today conducted a comprehensive review of the progress, impact, and implementation status of all 29 schemes under the Holistic Agriculture Development Programme (HADP) across Jammu & Kashmir.
The meeting was attended by Principal Secretary of the Agriculture Production Department (APD), Managing Directors of J&K Bank and HADP, Deputy Commissioners, and Heads of Departments from the agriculture sector.
During the review, the Chief Secretary took detailed stock of district-wise achievements, urging concerned departments and Deputy Commissioners to sustain momentum and avoid any laxity that could undermine progress. He directed the HADP Managing Director to closely coordinate with Heads of Departments and Deputy Commissioners to ensure timely achievement of annual targets.
He emphasized that the five-year HADP has the potential to transform J&K’s agriculture and horticulture sectors into sustainable, profitable ventures, enhancing farmer incomes, generating youth employment, and unlocking the region’s full agri-horti potential. A “whole-of-government” approach was stressed to meet these ambitious goals within the set timelines.
Principal Secretary APD Shailendra Kumar provided an update on programme progress, noting a significant rise in farmer participation. Since the last review in January 2025, farmer registrations surged by 35% to over 3.01 lakh, while total applications increased by 33% to 4.92 lakh. Of these, 3.48 lakh applications have been approved, marking a 24% increase.
MD HADP Sandeep Kumar highlighted key schemes with the highest farmer engagement: the Farm Mechanization and Automation initiative leads with 74,448 approvals, modernizing agricultural practices across the UT; the Fodder Resource Development scheme has 36,129 approvals; and the Vegetable/Exotic Vegetable Promotion scheme has 33,202 approvals, reflecting growing interest in high-value crops.
The “DakshKisan” skilling programme continues to deliver strong results, with July 2025 recording the second-highest monthly registrations since inception. Over 2.35 lakh farmers have enrolled in courses, nearly 1.95 lakh have been formally trained, and 2.81 lakh courses have been successfully completed.
New initiatives to ensure long-term sustainability were also discussed, including an end-to-end Project Tracking System to monitor progress from pre-establishment to completion, helping Field Level Officers streamline approvals and subsidy disbursements. OTA R&D tracking was introduced to oversee research and development activities under HADP.
The expansion of the Kisan Sathi Portal to integrate CAPEX schemes such as Integrated Dairy, Sheep, and Poultry Development Programmes was announced. This will provide a unified platform for applications, monitoring, and analytics. The portal currently hosts 32 activities and has received over 21,000 applications.
HADP is a comprehensive initiative aimed at modernizing and revitalizing J&K’s agriculture sector through farmer skilling, financial assistance, technology integration, and market linkages, driving sustainable development, boosting productivity, and enhancing rural livelihoods across the UT.
