CS Atal Dulloo reviews progress of critical care health projects under PM-ABHIM and ECRP

SRINAGAR: Chief Secretary Atal Dulloo today chaired a detailed review meeting to assess the progress of ongoing critical care projects across various districts under the Pradhan Mantri–Ayushman Bharat Health Infrastructure Mission (PM-ABHIM) and Emergency COVID Response Package-II (ECRP-II).

The meeting was attended by the Secretary of the Health & Medical Education Department, Mission Director of NHM, Principals of Government Medical Colleges, Managing Director of HSCC, and other senior departmental officials.

Highlighting the significance of these projects in strengthening healthcare infrastructure across Jammu and Kashmir, the Chief Secretary directed the executing agencies to accelerate work and ensure timely completion. He emphasized that these facilities will significantly enhance tertiary and secondary healthcare services, particularly in district hospitals and newly established medical colleges.

During the session, the Chief Secretary reviewed the physical and financial progress of each project, assessed the availability of manpower and machinery at worksites, and examined progress since the last review. He called for strict adherence to deadlines and continuous monitoring to prevent delays.

The Secretary, H&ME, reported that under PM-ABHIM, work is underway on two 100-bedded critical care blocks at GMC Jammu and District Hospital Budgam, along with seven 50-bedded blocks at GMC Kathua, GMC Rajouri, GMC Doda, GMC Anantnag, SKIMS Medical College Bemina, and District Hospital Kulgam. In addition, 20 District Integrated Public Health Labs (DIPHLs) and 287 Block Public Health Units (BPHUs) are being established across the Union Territory.

Under ECRP-II, seven additional 50-bedded critical care blocks are being developed at GMC Udhampur and the District Hospitals of Reasi, Pulwama, Kupwara, Poonch, Shopian, and Ganderbal.

The meeting also reviewed the establishment of 104 Urban Ayushman Arogya Mandirs (UAAMs), of which 52 have been completed, with 79 targeted for completion by March 31, 2026.

The Managing Director of HSCC updated the Chief Secretary on project status, resource deployment, and expected timelines. He stated that the workforce at project sites has been increased to over 950 personnel and is expected to rise to around 1,400 in the coming weeks to meet deadlines.

Reiterating the government’s commitment to advanced healthcare, the Chief Secretary directed concerned agencies to address manpower gaps, mobilize resources, and expedite execution to ensure these critical projects are completed within the stipulated timelines.
