CS Atal Dulloo reviews progress of JKCIP, KKG programmes to boost agricultural growth across J&K

JAMMU: Chief Secretary, Atal Dulloo, today chaired a comprehensive review meeting to evaluate the implementation progress of the Competitiveness Improvement of Agriculture & Allied Sectors Project (JKCIP) and the Kisan Khidmat Ghar (KKG) initiative — both aimed at strengthening the agriculture sector across Jammu and Kashmir.

The meeting was attended by Additional Chief Secretary (Agriculture Production Department) Shailendra Kumar, Managing Director HADP Sandeep Kumar, Heads of various line departments, and other senior officers. Deputy Commissioners of all districts joined the meeting through video conferencing.

During the review, the Chief Secretary emphasized effective on-ground implementation and regular monitoring to ensure that the benefits of these flagship programmes reach farmers in a timely manner. He instructed the Deputy Commissioners to proactively engage with farmers and beneficiaries, identify and resolve delivery bottlenecks, and ensure maximum public benefit.

He also stressed the importance of field visits by senior officers to independently assess progress and gather direct feedback from the public. Urging inclusive participation, he called for special focus on women, youth, and vulnerable communities.

The Chief Secretary advised close collaboration with women Self Help Groups (SHGs) under JKRLM and the use of Mission YUVA data to reach out to targeted groups through focused awareness drives. He further directed officers to streamline approval processes, review district-level approval rates, and enhance efficiency for better public convenience and participation.

Providing an update, ACS (APD) Shailendra Kumar informed that the programme covers 90 identified blocks across J&K, focusing on women (47%), youth (30%), and vulnerable communities (10%). He said the initiative aims to promote climate-smart and market-led agriculture, develop a strong agribusiness ecosystem, and extend targeted support to vulnerable groups to enhance their incomes.

Since the launch of the programme portal in June, significant progress has been recorded. Applications worth ₹47 crore were approved through District Level Committees (DLCs) last month alone, reflecting strong participation and credit linkage. The Annual Work Plan for the current financial year stands at ₹150 crore.

Updating on HADP implementation, MD Sandeep Kumar informed that the programme presently covers around 90,000 women households, 1.29 lakh youth, and 30,000 vulnerable households. So far, 20,873 registrations and 20,006 applications have been received, with 9,823 approvals granted. These include 13,907 applications under Climate Smart & Market-led Production, 989 under Agribusiness Ecosystem Development, and 5,110 from vulnerable groups.

A total of 436 functional units have been established covering 7,156 kanals of land, with approval rates of 54% in Jammu and 47% in Kashmir. To enhance awareness, 264 rural credit workshops have been held across 90 blocks, reaching over 22,000 participants, including 3,100 women, under the themes MAATI (for women), Yuva Vani (for youth), and Karvaan (for vulnerable groups).

Reviewing JKCIP, it was noted that the project has achieved significant progress in several areas. While Area Expansion achieved 43% of its 16,459-kanal target, components such as hiring of FPO Development Officers (100%) and Exposure Visits (87%) have shown strong performance. Other components, including Water Management Systems, Protected Cultivation, Sheep and Mushroom Units, Buyer-Seller Meets, and Bootcamps, have recorded achievement levels between 32% and 81%.

Concluding the meeting, the Chief Secretary directed all stakeholders to ensure close coordination, accelerate field-level activities, and achieve the intended outcomes of enhanced farmer income, climate resilience, and sustainable agricultural growth across Jammu and Kashmir.
