SRINAGAR: Chief Secretary Atal Dulloo today chaired a high-level meeting to review the progress of infrastructure development works in schools across Jammu & Kashmir.
The meeting was attended by ACS, Higher Education Department; Principal Secretary, PWD; Secretary, School Education; Secretary, Law; MD, Samagra Shiksha; Directors of School Education, Kashmir and Jammu; Secretary, JK BOSE; Chief Engineers of R&B, and other senior officials.
Emphasizing the need for timely completion, the Chief Secretary directed executing agencies to adhere strictly to monitoring mechanisms and prioritize projects nearing completion, ensuring that students benefit from improved infrastructure without delay. He also stressed transparency and optimal utilization of resources, highlighting that every project under the UT Capex should enhance the learning environment in government schools.
During the meeting, Secretary, School Education Department, Ram Niwas Sharma, presented a detailed report on financial and physical achievements. It was noted that in FY 2024-25, an allocation of Rs 185.67 crore was approved, with Rs 146.77 crore made available, of which Rs 122.14 crore was spent, achieving 83.21% utilization. For FY 2025-26, an allocation of Rs 180.50 crore has been made, with Rs 90.25 crore available so far and Rs 25.06 crore already expended up to August 2025.
On the physical front, 2,716 works were undertaken in 2024-25, with 1,048 completed. In 2025-26, 2,356 works have been initiated, targeting 1,779 for completion, and 10 have been completed as of August 2025.
The Chief Secretary also reviewed the district-wise Capex plan for 2025-26, which includes 1,089 approved works (540 in Jammu Division and 549 in Kashmir Division) with a total allocation of Rs 39.06 crore, of which Rs 12.61 crore has been released. The allocation includes Rs 26.45 crore for Jammu Division and Rs 12.61 crore for Kashmir Division.
Additionally, the meeting highlighted key projects such as girls’ hostels, PM SHRI initiatives, and other works being executed under Samagra Shiksha and various centrally sponsored schemes.
