Div Com Kashmir Reviews Winter Preparedness of KPDCL, Power Scenario; Directs Capacity Augmentation and Synchronization of Smart Metering with Surya Ghar Scheme
SRINAGAR: Divisional Commissioner Kashmir, Anshul Garg, today chaired a comprehensive meeting to review the winter preparedness of KPDCL, overall power supply scenario, and the progress of PM Surya Ghar, Smart Metering, RDSS Loss Reduction, and CAPEX Works.
The meeting was attended by Deputy Commissioners, MD KPDCL, Chief Engineers of KPDCL and KPTCL, SEs, Executive Engineers, and representatives from executing agencies.
At the outset, MD KPDCL presented a detailed overview of the department’s functioning, informing that KPDCL has been ensuring reliable and quality power supply across the Valley. He stated that areas with LT-cable and Smart Meters are being supplied uninterrupted power, except for certain pockets where curtailments are imposed due to grid or transmission constraints.
KPDCL currently serves 12.44 lakh registered consumers, of which 85% are domestic, fed through 338 receiving substations (33/11kV), 1292 HT feeders, and 47,886 distribution transformers (DTs). The average demand met stands at 1535 MW, while the peak demand met has reached 1850 MW as of November 2025.
The MD informed that KPDCL is fully geared up to meet a 2000 MW load during the upcoming winter, with all necessary arrangements in place. Regarding power curtailment, he outlined the schedule based on AT&C loss margins:
0 hours for essential and 24×7 feeders with losses under 15%
2 hours/day (1 hour morning, 1 hour evening) for losses between 15–40%
4 hours/day (1.5 hours morning, 2.5 hours evening) for losses above 40%
Over 6 hours/day for feeders exceeding the Loss Control Point (LCP).
He also briefed on the progress of Smart Metering and the Surya Ghar Scheme.
While reviewing preparations for winter, Div Com Anshul Garg directed officers to adopt a multi-pronged strategy at divisional and sub-divisional levels to ensure scheduled power supply during harsh weather. He stressed completion of branch-cutting operations by November 15 to minimize outages caused by snowfall.
The Div Com further instructed augmentation of Divisional and Central Workshop capacity, adequate stocking of distribution transformers (DTs), and dumping of essential materials. He emphasized ensuring availability of high-speed diesel (HSD) for DG sets at VIP installations and in unelectrified areas like Gurez.
He also directed the deployment of dedicated teams at control rooms for quick restoration of power during disruptions and called for clearing the backlog of DT repairs within 15 days along with district-level dumping of transformer oil.
Reviewing the Surya Ghar Scheme, Div Com underscored the need to synchronize its implementation with smart metering progress and revise targets in areas with substantial achievements. He also instructed executing agencies to enhance manpower and expedite infrastructure installations to ensure timely completion of all works.
