EOW Files Chargesheet in Fake Appointment and Salary Scam Case

SRINAGAR: The Economic Offences Wing (EOW) of the Crime Branch Kashmir has filed a chargesheet against three individuals for their alleged involvement in a case of fraudulent appointment and illegal salary drawal under SRO-43 provisions in the Education Department.

An official spokesperson said the chargesheet in FIR No. 95/2022, registered under Sections 419, 420, 409, 468, 471, and 120-B of the Ranbir Penal Code (RPC), has been submitted before the Court of Sub Judge, Chadoora.

The accused have been identified as Ghulam Mohi-ud-Din Gazi, a retired Headmaster from Zaindar Mohalla, Habba Kadal, Srinagar; Mubeena Kawsar; and Ifra Nissar.

According to the EOW, the case began after a communication from the Directorate of School Education, Kashmir, pointed out serious irregularities in appointments and manipulation of service records under SRO-43. Following this, a case was formally registered at the Police Station, Economic Offences Wing, Crime Branch Kashmir.

Investigations revealed that the original appointee, Ifra Nissar, had resigned from government service. However, the then Drawing and Disbursing Officer (DDO) allegedly concealed the resignation and fraudulently substituted another person in her place, continuing to draw salary against the same post.

Based on documentary and oral evidence, the investigation established that the accused were involved in a criminal conspiracy leading to misappropriation of government funds. The EOW said the offences were substantiated under relevant RPC provisions, resulting in the filing of the chargesheet before the competent court for judicial proceedings.
