Govt Forms Panel, Two-Month Deadline for ReT Transfers

Srinagar, Dec 2: The Jammu and Kashmir Government has constituted a six-member committee to frame a uniform transfer policy for regularised Rehbar-e-Taleem (ReT) teachers working in the School Education Department (SED). The panel has been given a two-month deadline to submit its report along with a draft policy.

The move comes in response to long-standing demands from the teaching fraternity. ReT teachers, initially recruited under the SSA scheme in the early 2000s, have since been absorbed into the department as Grade-II and Grade-III teachers. Despite their regularisation, they have continued to serve in their original schools without being covered under any formal transfer policy.

Teachers have often voiced concerns over stagnation, noting that they were excluded from mass reshuffles in the department. They argue that a transparent transfer system would provide exposure, fresh learning opportunities, and allow them to share innovative teaching techniques across different schools. “Routine transfers will not only allow us to experience diverse work environments but will also facilitate the exchange of ideas with seniors,” a group of teachers said.

According to the government order issued by Secretary SED, Ram Niwas Sharma, the committee includes the Special Secretary SED as Chairperson, Additional Secretary SED, Joint Director Central SED, Joint Director Jammu SED, Deputy Secretary SED (Member Secretary), and Under Secretary SED. The panel has been tasked with examining all issues related to transfers, postings, and adjustments of ReTs.

The committee will study existing norms and propose a comprehensive, need-based, and student-centric transfer policy. Officials said the proposal must ensure rationalisation of staff, transparency, and administrative efficiency. It will also assess the feasibility of periodic transfers, hardship postings, and tenure-based placements to strengthen the education system.

Authorities emphasized that the initiative is aimed at ending stagnation among ReT teachers and ensuring their contributions are better acknowledged within the department. The final policy is expected to bring fairness and renewed energy to the teaching community across Jammu and Kashmir.
