Govt Issues Fresh Guidelines on Compensation for L&O Victims

SRINAGAR, Dec 3: The Jammu and Kashmir government has issued a consolidated set of instructions for sanctioning ex-gratia relief under the Security Related Expenditure (SRE), revising compensation norms for victims of law and order disturbances. The order, released by the General Administration Department (GAD), amplifies earlier directives and provides clarity on relief measures for magistrates, police personnel, SPOs, ex-servicemen, civilians, and individuals suffering permanent or partial disability.

As per the notification, magistrates killed in the line of duty will receive an ex-gratia of Rs 2 lakh. Families of police personnel and Special Police Officers (SPOs) are entitled to Rs 5 lakh, while Rs 2 lakh will be provided in case of the death of ex-servicemen during operations. Persons with permanent disability will receive Rs 75,000, and those with partial disability will be entitled to Rs 10,000.

The order further specifies that non-domicile CAPFs are entitled to Rs 5 lakh upon death, while J&K domiciles who die either within or outside the Union Territory will receive Rs 25 lakh. Government employees, other than police personnel, are entitled to Rs 1 lakh, with Rs 75,000 fixed for permanent disability. Compensation for serious injuries requiring hospitalisation beyond 24 hours has been set at Rs 500, Rs 5,000, and Rs 10,000 depending on severity and duration.

Civilians killed along the International Border (IB) or Line of Control (LoC), as well as surrendered militants and former informers, will receive a uniform ex-gratia of Rs 1 lakh. Injuries in such cases will be compensated at Rs 75,000 for permanent disability, with smaller amounts for other categories. Defence personnel from J&K who die in service will receive Rs 5 lakh, while those who lose their lives within J&K’s territorial limits will be entitled to Rs 25 lakh. Deaths outside J&K will be compensated at Rs 5 lakh.

The administration has also included compensation for damage to immovable property caused by bomb blasts, sabotage, or shelling along the IB or LoC. Relief has been fixed at 50 percent of the loss or Rs 1 lakh, whichever is less, or up to Rs 10 lakh depending on actual damage. The structure provides Rs 7 lakh for immovable property and Rs 3 lakh for movable property.

The revised framework, issued under the orders of Lieutenant Governor Manoj Sinha, aims to ensure uniformity, fairness, and timely support for victims of law and order disturbances, while reinforcing accountability in the disbursement of relief.
