JAMMU: Minister for Jal Shakti, Forest, Ecology & Environment, and Tribal Affairs, Javed Ahmed Rana, today held detailed discussions with Chief Secretary Atal Dulloo to review inter-departmental coordination and monitoring of tribal welfare schemes and development projects in Jammu & Kashmir.
The meeting was convened in the aftermath of recent flash floods that caused widespread damage, particularly affecting tribal communities. Expressing concern over the hardships faced by affected families, the Minister called for prompt and effective implementation of government-announced rehabilitation measures.
Rana stressed that while immediate relief is essential, there is an urgent need for long-term, sustainable strategies to safeguard the permanent settlement and well-being of tribal populations vulnerable to recurring natural calamities. He emphasized that administrative responses must be swift and backed by structural reforms to reduce long-term vulnerability and ensure the security and dignity of tribal life.
During deliberations, the Minister highlighted priority areas including timely disbursal of compensation for losses to individuals and communities, and rapid restoration of both private property and public infrastructure. He underscored that delays in restoring essential services could worsen the distress of vulnerable populations.
Rana also emphasized the need for a robust monitoring framework to ensure tribal welfare projects are implemented efficiently. He called for strengthened inter-departmental coordination and accountability-driven mechanisms to ensure timely execution and measurable outcomes.
Further, he directed that UT-level initiatives be aligned with NITI Aayog policy directives, particularly regarding financial allocations for tribal development. He stressed targeted investment in infrastructure, healthcare, education, and livelihood generation to build a resilient support system for tribal communities.
Reaffirming the government’s commitment to inclusive growth, Rana advocated a transformative approach that integrates disaster preparedness with long-term development planning, moving beyond reactive relief measures. The Chief Secretary assured that instructions would be reinforced to enhance coordination mechanisms, ensuring tribal communities are fully included in the progress of Jammu & Kashmir.
