J&K Medical Council Yet to Clear 173 Foreign-Trained Doctors

Srinagar, Dec 02: At least 173 foreign medical graduates (FMGs) from Jammu and Kashmir are awaiting provisional registration from the J&K Medical Council, despite having completed all necessary formalities. The delay has left them unable to begin their Compulsory Rotatory Medical Internship (CRMI), a prerequisite for permanent registration.

The difficulties began after the J&K Medical Council issued a notification on October 1, 2025, inviting online applications for CRMI. Graduates submitted their documents, paid fees, and completed verification, but the Council has not yet issued provisional registration certificates.

Among those affected are Dr. Iram Shaheen, Dr. Aamir Hussain, Dr. Shazia Bhat, Dr. Sameer Ahmad, and Dr. Uzma Jan, who completed their MBBS degrees in countries such as China, Bangladesh, and Kyrgyzstan. They said the delay is jeopardizing their careers, as they cannot apply for government jobs or postgraduate courses without completing the internship.

“We have fulfilled every requirement, but the Council is not issuing our provisional registration. This is unfair and leaves us in limbo,” said Dr. Shazia Bhat, one of the graduates waiting for clearance.

Officials at the J&K Medical Council, led by Registrar Dr. Mohammad Younis, acknowledged the backlog and said the matter is under consideration. They assured that the process will be expedited once final lists are verified and approved by the National Medical Commission (NMC).

Legal experts noted that withholding provisional registration despite completion of formalities could amount to administrative overreach. They emphasized that the Council must act swiftly to safeguard the careers of hundreds of young doctors.

The graduates have appealed to Lieutenant Governor Manoj Sinha and Health Secretary Dr. Syed Abid Rashid Shah to intervene and ensure timely issuance of provisional registration certificates.
