JMC Lacks Infrastructure to Enforce SC Orders on Stray Dog Managem

Jammu: The Jammu Municipal Corporation (JMC) appears severely under-equipped to implement the recent Supreme Court directions on managing the rising population of stray dogs, with officials acknowledging that the city currently operates only two functional shelter homes.

According to sources, these limited facilities are already operating beyond capacity, making it difficult for the Corporation to comply with the SC’s guidelines on scientific sterilisation, vaccination, and humane handling of stray animals. The lack of adequate infrastructure, manpower, and funds has added to the challenge.

Officials admit that without additional shelters and strengthened on-ground teams, large-scale sterilisation drives and proper animal care—as mandated by the Court—will remain difficult to execute. “The requirement is far greater than what we currently have. Expansion is urgently needed,” a senior JMC officer said.

Animal welfare groups have also expressed concern, calling for immediate investment in new shelters and long-term planning to ensure public safety while safeguarding animal rights.

With the Supreme Court stressing responsible and humane stray-dog management, the JMC is expected to draft a revised action plan, but success will depend heavily on boosting infrastructure and resources.
