Justice, Respect and Dignity for Families of Civilian Martyrs Top Priority: LG Manoj Sinha
Kupwara,: Lieutenant Governor Manoj Sinha today reaffirmed his government’s unwavering commitment to ensuring justice, respect and dignity for the families of civilian martyrs killed by Pakistan-backed terrorists.
During his visit to Dardpora, Kupwara, the Lieutenant Governor met the families of civilian victims and assured them of comprehensive rehabilitation and the strictest action against those responsible for their suffering. Later, he addressed a gathering of terror victim families at Government Degree College, Kupwara.
“Justice, respect and dignity to the family members of civilian martyrs is my top priority. The criminal justice system will ensure that perpetrators and elements of the terror ecosystem are punished, providing a sense of closure to the victims’ families and society,” the Lieutenant Governor said.

He expressed deep empathy for the victims, acknowledging the decades-long trauma they have endured. “I have assured the family members that their decades of torment and suffering are over. The administration will extend every possible support to help them rebuild their lives,” he said.
LG Sinha highlighted that families of those killed by Pakistan-backed terrorists were not only victims of violence but also suffered from systemic neglect that denied them rights and access to resources. “All such barriers have now been removed. The administration is ensuring justice, dignity and equal opportunities for all terror victim families,” he added.
Paying homage to the innocent civilians mercilessly killed by Pakistan-sponsored terrorists, the LG said it was difficult to put into words the emotional and psychological trauma suffered by the affected families. “Each case will be handled with utmost sensitivity and responsibility,” he assured.
The Lieutenant Governor informed that around 250 families of terror victims have been provided government jobs so far, and that the mission will continue until justice reaches every affected family. “This marks the beginning of a new era of justice in Jammu and Kashmir,” he declared.
He also spoke about the Memorandum of Understanding (MoU) signed between the High-range Rural Development Society (HRDS India) and the Divisional Commissioners of Jammu and Kashmir divisions, under which houses will be constructed for terror victim families who own land but lost their homes to terrorist violence. The identification of eligible beneficiaries is underway under this initiative.
Condemning Pakistan’s long-standing role in fostering terrorism, the LG said, “For three decades, Pakistan-backed terrorists and their local sympathizers spread false narratives to absolve Pakistan of its crimes. The world now knows that Pakistan remains the breeding ground of terrorism. Those who propagated fake narratives on behalf of terrorists will be held accountable.”
The event was attended by Divisional Commissioner Kashmir Shri Anshul Garg, DIG NKR Baramulla Shri Maqsood-Ul-Zaman, Deputy Commissioner Kupwara Shri Shrikant Balasaheb Suse, SSP Kupwara Shri Syed Al-Tahir Gilani, Chairman, Save Youth Save Future Foundation Shri Wajahat Farooq Bhat, senior officials, and family members of terror victims.
