Rajouri, December 5: In a strong administrative action, the Chief Education Officer (CEO) Rajouri has suspended two teachers, withheld salaries of staff in 11 schools, and issued strict notices to 34 institutions after a surprise inspection exposed serious lapses in the Mid-Day Meal (MDM) scheme and poor academic performance.
On December 3, 2025, a team of senior officers inspected 200 schools across the district to check punctuality, work culture, and the distribution of cooked Mid-Day Meals to students.
The inspection revealed that 34 schools failed to serve meals according to the approved menu, raising concerns about compliance and student nutrition. In two schools, meals were not cooked at all.
The report also flagged weak academic performance in 11 schools, seven of which were additionally found violating MDM norms.
During the inspection, two teachers—Farnaz Kouser of PS Dhara Pathana and Mohammad Altaf of PS Namble Kalyan—were found guilty of misconduct for leaving school premises after marking attendance without informing the Drawing and Disbursing Officer (DDO). Both have been placed under suspension and attached to HS Lower Bhangai and HS Kallar, respectively.
As part of the disciplinary measures:
– Salaries of all masters and teachers posted in the 11 academically weak schools have been withheld for December 2025, pending visible improvement in performance and MDM implementation.
– Staff from the 34 schools listed in Annexure-A have been directed to submit written explanations through their respective DDOs within 48 hours. Failure to comply will invite further disciplinary action.
The CEO has cautioned that any future negligence in implementing MDM norms or maintaining academic standards will result in “strict action under rules, without any further notice.”
