Single Window Digital System to Enhance Transparency, Efficiency in Recruitment Process: Satish Sharma
JAMMU: In a major push towards administrative reforms and digital governance, Minister for Administrative Reforms, Inspections & Trainings (ARI & Trainings), Food, Civil Supplies & Consumer Affairs, Transport, Youth Services and Sports, IT, Science and Technology, Satish Sharma, chaired a high-level meeting to review the proposal for establishing a Single Window Digital System for framing and amending Recruitment Rules (RRs) across all government departments in Jammu and Kashmir.
Commissioner Secretary, ARI & Trainings, Shabnum Kamili, along with senior officers of the department, attended the meeting.
Emphasizing the need for streamlined and transparent governance, the Minister said the proposed digital platform would mark a transformative reform in recruitment management—ensuring faster decision-making, uniform policy implementation, and enhanced accountability.
Sharma lauded the ARI & Trainings Department for conceptualizing the initiative and directed officers to expedite its design and rollout in coordination with the General Administration Department (GAD), Finance, Law, and the J&K Public Service Commission (JKPSC). He stressed the importance of inter-departmental coordination and accountability at every level.
“This digital reform will minimize administrative delays, enhance transparency, and ensure uniform implementation of recruitment policies across departments,” the Minister said. “The Single Window System will strengthen accountability through real-time monitoring and public accessibility.”
He also instructed that the new system be integrated with the existing e-Office framework, and that capacity-building programmes be organized for departmental nodal officers to ensure a smooth transition.
Highlighting the government’s focus on citizen-centric governance, Sharma called for the introduction of a public reference view, allowing citizens and stakeholders to access approved Recruitment Rules online.
The initiative aims to bring uniformity in recruitment policy, significantly reduce paperwork and manual file movement, enable quicker processing of proposals, and improve coordination between departments and agencies through online monitoring and time-bound clearances.
The proposed Single Window Digital System will replace the current multi-tiered, paper-based process with a unified online mechanism featuring:
A dedicated portal and dashboard with secure departmental logins.
Standardized digital templates for proposals and automated routing to ARI & Trainings, Finance, Law, GAD, and JKPSC.
A centralized repository of approved RRs, amendments, and notifications.
Real-time updates via SMS/email and an escalation mechanism for delays.
Performance tracking, data security, and audit mechanisms.
Defined timelines to ensure faster processing and approvals.
Under the proposed framework, departments will finalize and submit proposals within 30 days, while ARI & Trainings, Finance, Law, GAD, JKPSC, and the Standing Committee will process cases within 10 days each, ensuring time-bound final approval by the GAD.
