Secretary Health reviews JKMSCL’s operational efficiency and procurement processes

SRINAGAR: Secretary, Health and Medical Education Department, Dr. Syed Abid Rasheed Shah, today chaired a review meeting of the Jammu & Kashmir Medical Supplies Corporation Limited (JKMSCL) to assess its operational efficiency and procurement mechanisms.

The meeting focused on enhancing JKMSCL’s performance through the Drug & Vaccine Distribution Management System (DVDMS) portal and ensuring strict compliance with procurement norms and Rate Contracts (RCs). Dr. Shah emphasized the need for greater transparency, accountability, and timely procurement to strengthen the healthcare supply chain.

He directed the corporation to implement the DVDMS across all healthcare institutions — from Government Medical Colleges (GMCs) to sub-centres — to effectively monitor drug requirements and consumption. He also called for the timely execution of tenders for machinery and equipment and the formulation of an Essential Equipment List (EEL) to guide scientific and need-based procurements aligned with patient care and public welfare.

Highlighting the importance of discipline and efficiency, Dr. Shah instructed officials to enforce penal clauses for delays in supply execution and initiate disciplinary action against defaulters. He further stressed the need for statutory audits, quality testing of drugs, and the early operationalization of the modern testing laboratory at Kathua.

“All officers must work with renewed commitment to enhance performance, resolve legal pendencies promptly, and ensure timely and effective implementation of all projects and contracts. JKMSCL must uphold the highest standards of transparency and efficiency in its operations,” Dr. Syed Abid Rasheed Shah said.
