Secy RDD&PR Stresses Urgent Adoption of SNA-SPARSH Platform to Streamline Fund Flow

SRINAGAR: Secretary, Rural Development and Panchayati Raj (RDD&PR), Mohammad Aijaz Asad, today chaired a high-level review meeting to assess progress under the UT-CAPEX, Special Assistance to States for Capital Investment (SASCI), and implementation of PM-SHRI and Samagra Shiksha schemes within the department.

The meeting was attended by DG Rural Sanitation, Anu Malhotra; Mission Director NRLM, Shubhra Sharma; Directors RDD Kashmir and Jammu, Shabir Hussain Bhat and Shahnaz Akhtar; Director Panchayati Raj, Sham Lal; Chief Engineer PWD (R&B) for SASCI projects; Director Finance, Umar Khan; Joint Director Planning, Kamal Kumar Sharma; Additional Secretary, Waseem Raja; besides SEs (REW), ACDs, ACPs, and Executive Engineers from all districts.

During the meeting, the Secretary reviewed the progress of on-boarding departmental schemes onto the SNA-SPARSH platform for transparent and efficient fund management. He emphasized the urgent adoption of the system and the need to secure the ‘Mother Sanction’ for each scheme, terming it essential for authorizing expenditures and ensuring seamless implementation. All scheme heads were directed to expedite integration and streamline fund flow to prevent bottlenecks.

While reviewing UT-CAPEX works, the Secretary called for expediting execution through a robust district-wise monitoring mechanism to close gaps between financial allocations and physical progress. He highlighted the importance of developing infrastructure for PRIs, BDCs, and DDCs, describing it as key to empowering grassroots governance and improving service delivery.

Under the SASCI component, it was informed that loan assistance of ₹21.10 crore has been sanctioned for RDD projects. The Secretary reiterated the Finance Department’s directive mandating 75% fund utilization by December 2025, besides surrendering non-viable projects for reallocation. He instructed all Heads of Departments to personally oversee project implementation and ensure timely completion.

Reviewing the PM-SHRI and Samagra Shiksha works being executed by the Rural Engineering Wing, the Secretary directed officials to accelerate project completion, strengthen monitoring systems, and ensure timely utilization of funds.

He also called for instituting a monthly progress reporting mechanism to track performance and guarantee that all schemes yield tangible outcomes benefiting rural communities, schools, and students across Jammu and Kashmir.

Reaffirming the Administration’s commitment, the Secretary underscored the principles of efficient public spending, transparency in financial management, and time-bound execution of developmental projects to achieve sustainable and inclusive growth across the Union Territory.
