NEW DELHI: Filling vacancies in central government services—including backlog positions—is an ongoing process, Union Minister Jitendra Singh stated on Thursday.
In a written reply to the Rajya Sabha, Singh said all central ministries and departments have been instructed to form internal committees to identify backlog reserved vacancies, analyze their root causes, and implement corrective measures. These vacancies are to be addressed through special recruitment drives.
To ensure compliance with reservation policies, each ministry or department must appoint a liaison officer of deputy secretary rank or higher and establish a dedicated reservation cell under their direct supervision, added Singh, Minister of State for Personnel.
Responding to questions about representation of Scheduled Castes (SCs), Scheduled Tribes (STs), Other Backward Classes (OBCs), and Persons with Disabilities (PwDs) in government employment, Singh reiterated that vacancy occurrence and resolution is a continuous process.
Since 2016, approximately 4.8 lakh backlog vacancies have been filled, based on data submitted by various ministries and departments. Singh emphasized that ministries are regularly advised to fill vacant posts in a time-bound manner.
Reservation in direct recruitment for central government posts is set at:
- 27% for OBCs
- 15% for SCs
- 7.5% for STs
For promotions, reservation is provided at:
- 15% for SCs
- 7.5% for STs
PwDs are entitled to 4% reservation in both direct recruitment and promotions (up to the lowest Group A level).
Singh concluded by noting that details of vacancies and filled posts are maintained by the respective ministries, departments, and organizations.
