Chief Secretary Atal Dulloo Reviews Progress of Key NHLML Infrastructure Projects in J&K
JAMMU: Chief Secretary Atal Dulloo today chaired a comprehensive review meeting to assess the progress of major infrastructure projects being implemented by the National Highways Logistics Management Limited (NHLML) across the Union Territory of Jammu and Kashmir.
The meeting focused on the status of ropeway projects under the Parvatmala Scheme, the Inter Modal Station (IMS) at Katra, and the Multi-Modal Logistics Park (MMLP) in Jammu — all crucial initiatives aimed at boosting connectivity, logistics efficiency, and tourism infrastructure in the region.
The meeting was attended by the Additional Chief Secretary (ACS), PWD; CEO, NHLML; Commissioner Secretaries of Housing & Urban Development and Industries & Commerce; Divisional Commissioners of Jammu and Kashmir; Director General, Budget; Director, Industries Jammu; and other senior officers.
Reviewing the ropeway projects, the Chief Secretary emphasized that the UT administration is committed to enhancing connectivity to major tourist destinations through sustainable and eco-friendly transport systems.
It was informed that NHLML has invited bids for preparing Detailed Project Reports (DPRs) for seven priority ropeway projects under the Public-Private Partnership (PPP) mode, with bid submissions scheduled for November 2025. The identified projects include Sonmarg–Thajwas, Dodhpathri–Diskhal, Bhaderwah–Seojhdar, Baltal–Amarnath, Pahalgam–Amarnath, Nasri Tunnel–Sanasar, and the Shankaracharya Ropeway Project.
The Chief Secretary underscored the need for timely finalization of DPRs, noting that these ropeways will significantly promote tourism and improve last-mile connectivity to key pilgrimage and scenic destinations.
While reviewing the Inter Modal Station (IMS) at Katra, a flagship project of strategic importance for pilgrims visiting Shri Mata Vaishno Devi Shrine, Dulloo highlighted its role in integrating multiple modes of transport to ensure seamless travel and convenience. The meeting discussed the project’s financial model, covering both Phase-I and the comprehensive development plan, alongside ongoing consultations among NHLML, H&UDD, and the Finance Department to finalize modalities.
The Chief Secretary called for swift resolution of all pending financial and administrative issues to enable early commencement of work.
Regarding the Multi-Modal Logistics Park (MMLP) in Jammu, Dulloo directed officers to expedite the signing of the Memorandum of Understanding (MoU) to begin DPR-related activities such as topographical and geo-technical surveys and demand assessments. It was noted that NHLML has submitted a financial model based on normative costing to the Industries & Commerce Department, which is currently under examination for feasibility.
He further instructed departments to ensure early finalization of land identification and availability to facilitate on-ground work without delay.
Reaffirming the administration’s commitment to fast-tracking transformative infrastructure projects, the Chief Secretary urged all departments to maintain close coordination with NHLML for time-bound execution.
He emphasized that these projects are of critical socio-economic importance, playing a key role in improving connectivity, promoting tourism, and strengthening the logistics network across Jammu and Kashmir.
